About this file
This addendum document provides responses to 163 written questions submitted by prospective offerors regarding UNC-Chapel Hill's Request for Proposal (RFP07222026UBS) for University Bookstore Management services. The addendum was issued on August 17, 2026, as clarification to the original RFP, with a proposal opening date of September 14, 2026, at 2:00 PM EST. The RFP seeks a contractor to manage a hybrid bookstore operation comprising UNC Student Stores, Bull's Head Bookshop, the Carolina Computing Initiative Computer Store, and an Online Course Materials Store. The selected contractor will commence operations on July 1, 2027, under a seven-year contract term with three optional one-year renewal periods. A mandatory bidders conference was held on July 30, 2026, and written questions were due by August 3, 2026, with responses provided in this addendum.
The addendum clarifies key operational and financial requirements, including that the contractor must purchase existing inventory from the incumbent provider at specified cost structures: new textbooks at publisher invoice cost, used textbooks at 50% of new retail price, and general merchandise at invoice cost. UNC maintains strict pricing controls with maximum gross profit margins of 25% on net-priced textbooks, 20% on digital materials, and 75% maximum pricing for used textbooks. Contractors must complete a required facility investment with depreciation fixed through June 30, 2034, with payback obligations conditional upon early termination. The University provided detailed responses addressing contract structure, facility space reduction planning (the entire first floor will be unavailable at contract commencement), technology integration requirements, student employment expectations, and financial reporting obligations. FY2026 sales data was provided, showing total Student Stores sales of approximately $18.9 million across all departments, with digital products representing $1.93 million and emblematic clothing and gifts at $6.94 million. The contractor may propose alternative financial structures (management fees, profit-split models) in addition to required financial bid forms, and the University emphasized its openness to innovative retail concepts and digital course materials solutions while maintaining non-exclusive digital delivery program requirements.
