About this file
This is a Technical Proposal Cover Page and Required Forms document issued by the Howard County Office of Procurement and Contract Administration for the Bollman Truss Bridge Railroad Timbers and Framing Replacements project located in Savage, Maryland. The solicitation requests qualified contractors to furnish labor and materials to accurately recreate the historic railroad portion of the Bollman Truss Bridge. Contractors must submit proposals using the prescribed cover page format, providing company information, authorized signatory details, and delivery terms. Howard County prefers email delivery of purchase orders and accepts Visa procurement cards for payment without additional fees assessed to the County.
The required forms include multiple affidavits that must be completed and signed by an officer of the contractor (President, CEO, or Vice President). Contractors must certify they have not colluded with competitors, that no County officials have conflicts of interest in the contract, that key personnel have no bribery or discrimination convictions, and that the company complies with Maryland's Iran investment restrictions and election law contribution disclosure requirements. Contractors are required to indicate minority-, women-, or disabled-owned business enterprise (MWDBE) status and any related certifications. Additionally, contractors must affirm they maintain a written non-discrimination policy covering protected classes including race, creed, religion, handicap, color, sex, national origin, age, and sexual orientation. Delivery is specified as F.O.B. Destination with inside delivery required.
