About this file
This is a Technical Proposal Cover Page and Required Forms document issued by the Howard County Office of Procurement and Contract Administration in Maryland for the Community Solar Subscriber Coordination Services contract. The document serves as the submission template for qualified firms seeking to provide subscriber acquisition, onboarding, customer service, program management, and compliance reporting services for Howard County's 4-MW Community Solar Program. Prospective contractors must complete and submit the cover page with company identification, contact information, authorized signatory details, and delivery preferences to the Howard County Office of Procurement and Contract Administration located at 6751 Columbia Gateway Drive, Suite 226, Columbia, Maryland 21046. The selected contractor will be responsible for end-to-end program management, coordination with local nonprofit organizations for subscriber recruitment, and compliance with all applicable State and Utility requirements.
The submission requirements include multiple affidavits that must be completed and signed by a company officer, certifying that the contractor has not engaged in collusion, that no Howard County officials have financial interests in the contract, that principals have not been convicted of bribery or discrimination, and that the contractor complies with Maryland's Iran investment restrictions and campaign finance disclosure requirements. Bidders must also declare minority, women, or disabled-owned business enterprise status if applicable and provide certifications held with relevant authorities. The form requests delivery terms of F.O.B. Destination with inside delivery and establishes that contractors must accept Visa procurement cards without charging additional processing fees. Howard County prefers email delivery of purchase orders and requires submission of a written non-discrimination policy covering protected classes including race, creed, religion, handicap, color, sex, national origin, age, and sexual orientation.
