About this file

This document is a Questions and Answers Addendum #1 issued by the Colorado Department of Public Health and Environment (CDPHE) for RFQ1 FAAA FEEA2015000000000001 concerning the Summitville Mine Superfund Site Water Treatment Facility HDS Pilot Testing and Treatment Modification project. The solicitation seeks an engineering firm to conduct hydrated sulfide (HDS) pilot testing and provide treatment system modification recommendations to CDPHE. The selected firm will be responsible for coordinating onsite work within the facility's April through October operating season, with exact dates determined by the facility operator and HMWMD Project Manager. Subcontracting decisions regarding geotechnical engineering or construction materials testing services remain at the discretion of the prime contractor, and any eventual construction or related services will be procured through separate future solicitations. Reference materials including the Previous HDS Pilot Study Report (November 26, 2002), existing process data, and the 2013 Operating Season Process Report (May 15, 2014) are available for review at the HMWMD Records Center in Denver, with appointments required.

Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation goals are established at 6.1% and 6.6% respectively, based on the total contract value awarded to the prime contractor. A single entity meeting both MBE and WBE criteria may satisfy combined participation goals totaling 12.7%. The selected firm must comply with all safety requirements established by the facility operator, including potential buddy system requirements and personnel restrictions for onsite access. Firms seeking clarification on potential conflicts of interest may request a determination from CDPHE prior to proposal submission. A sample Minority/Women Business Enterprise Participation Report is provided as Attachment 1 to this addendum.

SOLICITATION QUESTIONS AND ANSWERS

Addendum #1

SOLICITATION: (RFQ1) FAAA FEEA2015000000000001

SOLICITATION: Summitville Mine Superfund Site Water Treatment

Facility HDS Pilot Testing and Treatment Modification

Vendor Question #1.

If required, we would like to provide geotechnical engineering and/or construction materials testing for this project. Will this project require our services such as those listed above? If our services are required, will they fall under Prime contractor or will these services be advertised for separately in the future?

CDPHE Answer #1.

This solicitation is for the selection of an engineering firm to conduct HDS pilot testing and to make treatment system modification recommendations to CDPHE, per the RFQ. The exact nature and quantity of subcontracting for this project will be the judgment of the selected engineering firm. This is NOT a solicitation for Construction. Services for eventual construction, or related services, will be procured as needed under a separate solicitation.

Vendor Question #2.

With regard to minority/women business enterprise participation reports, are the 6.1% minority business enterprise and 6.6% women business enterprise goals based on the anticipated subcontracted dollar amount of the prime contractor or the total contract value awarded to the prime contractor?

CDPHE Answer #2.

The total contract value.

Vendor Question #3.

Can this participate goal be met by a single business entity that is both MBE and WBE? If so, is the participation goal 6.6% or is it 12.7%?

CDPHE Answer #3.

Yes. 12.7%

Vendor Question #4.

Could you please provide us with a sample Minority/Women Business Enterprise Participation Report?

CDPHE Answer #4.

This report is attached to this Addendum as Attachment 1

Vendor Question #5.

To help us confirm we have screened for conflicts, can you provide the interested parties and stakeholders?

CDPHE Answer #5.

Due to the complex nature of the design and construction process, a list is not being provided.

Firms may request a determination of a conflict of interest prior to submitting a proposal.

Vendor Question #6.

Please let us know when the following documents/data will be provided:

a. Previous HDS pilot study report, HDS Pilot Study Report, Summitville Pre-Design, dated November 26, 2002;

b. Existing process data; and

c. 2013 Operating Season Process Report prepared by Golder Associates, Inc., dated

May 15, 2014.

CDPHE Answer #6.

These documents are available for review in the HMWMD Records Center:

4300 Cherry Creek Drive South Building B, Room 215 Denver, Colorado 80246

Offerors should contact the Records Center at 303-692-3331 to make an appointment and obtain instructions on locating the Records Center.

Vendor Question #7.

I have been unable to locate this document (“HDS Pilot Study Report, Summitville Pre-Design”) in spite of a request to the EPA’s document control staff. Could CDPHE provide an email copy of it?

CDPHE Answer #7.

See Answer #6 above.

Vendor Question #8.

Are there any restrictions as to when personnel may not be on site or requirements for at least two personnel working together (e.g., buddy system)?

CDPHE Answer #8.

The Summitville Mine Superfund Site Water Treatment Facility is only open April thru October.

Exact operating dates are determined by the Facility operator and the HMWMD Project Manager. The selected firm will need to coordinate their onsite work around this schedule.

The Facility operator determines the safety requirements for the facility. The selected firm will be expected to comply with all safety requirements of the facility operator.
