About this file

This is Amendment #03 to RFP QAAA 2026000189 issued by CDEC (Colorado Department of Early Care) for Child Care Licensing Inspectors, incorporating a final list of questions and answers clarifying proposal submission requirements and operational expectations. The RFP solicits vendor proposals for licensing specialist services to conduct child care facility inspections and investigations. Proposals must not exceed 25 pages, though resumes do not count toward this limitation. Vendors must complete the Payment Schedule template per Section 5(3a) of the RFP, with monthly costs including staff salaries, operational costs, overhead, and administration presented as required by the template instructions. The position is structured as a full-time role operating 40 hours per week.

Licensing specialists are expected to manage caseloads of no more than 100 programs and conduct approximately 10-15 annual inspections per facility requiring formal reports, along with additional investigations for complaints, injuries, and child abuse follow-ups as they arise monthly. The number of miles traveled and reports completed varies based on specialist residence, assigned caseload location, and investigation volume. Vendors are responsible for assigning caseloads and notifying CDEC of any changes. The award ceiling has not been disclosed at this time. The amendment provides clarification on operational metrics, including that current specialists work varying hours daily within the 40-hour weekly standard, and that workload composition varies based on the frequency of inspections and investigations throughout the year.

RFP 2026000189

Child Care Licensing Inspections

Questions & Answers:

1. Do resumes count toward the maximum page count? I am worried that 20 employees, each with a one-page resume, would consume 20 pages of the entire response packet.

Answer: Resumes do not count toward the 25-page limitation requirement.

2. I am seeking more information related to the Payment Schedule on Exhibit A. Is the expectation that we adjust the template to include the items in the "Guidelines in

Section 3a: Include the monthly cost listed on the Statement of Work; this should, at a minimum, include:

i. Staff salaries, operational costs, including reasonable overhead and administration".

● Should the total combined Specialist Rates ($/hour) include all contract administration costs, such as operational costs, overhead, and administration, summarized in one monthly sum?.

● Should we add lines to the template to showing what these costs are, culminating in a "total monthly payment" line?

● Are you expecting a separate budget to show these costs?

Answer: The expectation is that vendors complete the template per the instructions and guidelines outlined in Section 5(3a) of the RFP.

3. What is the approximate number of hours that the current licensing specialist work in a day, week, month?

Answer: The hours per day may vary from day to day; however, it's a 40 hour a week full-time position.

4. What is the average caseload that the current licensing specialist handles per month, per year?

Answer: It varies on the number of investigations (complaints, injuries, and follow up to child abuse/Stage II) per month, specialists should have no more than 100 programs in their caseload.

5. What is the average number of miles that a specialist travels a month?

Answer: It depends on where the specialist resides and their assigned caseload is located. The vendor is responsible for assigning caseloads and notifying CDEC of any subsequent changes.

6. How many reports are completed by a specialist a month?

Answer: This also varies based on the number of inspections and investigations

(typically 10-15 annual inspections that would require a report of inspection for the facility. There may be additional investigations that arise each month.

7. How many are licensing inspections versus complaints versus noncompliance does a specialist complete in a month?

Answer: It varies. This also varies based on the number of inspections and investigations (typically 10-15 annual inspections that would require a report of inspection for the facility. There may be additional investigations that arise each month.

8. What is the award ceiling for a vendor?

Answer: CDEC will not disclose this information at this time.
