About this file

This is a Questions and Answers document issued by the New York State Unified Court System (UCS) in response to vendor inquiries regarding RFP OCA-DGCP-081 for New York County Firearm Youth Intervention Services. The RFP seeks proposals from qualified applicants to provide community-based interventions using evidence-based models to support justice-involved young adults with gun-related offenses whose cases are in the Youth Part. The project is funded through a Byrne State Crisis Intervention Program grant from the U.S. Department of Justice, Bureau of Justice Assistance, and will be implemented across eight pilot counties in New York State, with this RFP specifically soliciting proposals for New York County only. The contract term runs from September 1, 2026 through September 30, 2028, with potential for extension upon mutual agreement between the Grantor and UCS.

The maximum available funding for project services is $360,000 for the two-year contract period. The selected applicant will be designated a subrecipient rather than a contractor for purposes of federal grant requirements. Key clarifications provided in the Q&A address budget submission requirements, noting that only one line-item budget is required from the main applicant with subcontracting costs incorporated into that budget, though the UCS may request additional budget details from the awarded contractor post-award. The UCS does not specify required participant numbers or caseload ratios, instead requiring that service providers deliver individualized, evidence-based services with staffing levels sufficient to ensure timely and comprehensive case management throughout the grant period, with the selected provider responsible for determining caseload capacity based on awarded funds and staffing capabilities.

OCA-DGCP-081:

New York County Firearm Youth Intervention Services

Request for Proposals Questions and Responses

The New York State Unified Court System (UCS) thanks the vendors that submitted the questions below concerning OCA-DGCP-081 Research and Technical Assistance Servies for

NYS Court Personnel Training issued on Thursday, July 9, 2026.

Below are the responses in connection with the questions:

Question #1:

Are potential subcontractors, who would partner with the main applicant to carry out the required RFP objectives, required to submit a detailed line item budget similar to what is required of the main applicant, or is the subcontractor total budget to be added to the line item of the “MS Excel Required Budget Form to DGCP 081” on the ‘Other Budget Detail’ tab under the “Subrecipients” section? We recognize this would be in addition to a detailed budget justification describing the work the subcontractor would perform.

UCS Response:

Only one line-item budget is required from the main applicant, including any planned subcontracting.

Question #2:

Are additional budget details required following an award for subcontractors? If there are, can you share what budget details are required post-award?

UCS Response:

UCS may request additional budget details from the Awarded Contractor regarding the subcontractors upon notification of an award.

Question #3:

How many participants do you expect the funded services to serve over the course of the two-year grant period?

What is the range for caseload ratios--participant to staff--for the required case management services?

UCS Response:

The number of youth served in any given year will vary based on several factors, including the specific facts of the particular case and the needs of the youth, the volume of eligible participants, and the scope and intensity of services. There is no requirement for caseload ratios.

The services provided must be individualized and evidence based and the selected provider will be expected to maintain staffing levels sufficient to ensure that all required case management services are delivered in a timely, comprehensive manner throughout the grant period.

The service providers will best understand their staffing needs and respective caseload capacity. The Court will refer cases; however, the service provider will determine how many cases they can effectively manage based on the grant funds awarded, staffing capacity, and other relevant considerations.
