About this file

This file contains notes for inclusion in a Request for Proposals (RFP) issued by the City of Detroit, specifically for emergency residential demolition services through the Construction & Demolition Department (CDD) and the Building, Safety Engineering and Environmental Department (BSEED). The project involves the emergency demolition of a two-story, one-family frame dwelling located at 9253 Morang that sustained fire damage on March 15, 2021, resulting in structural failure of all load-bearing assemblies and foundation. The property poses significant life safety hazards, including unsupported wall remnants, a free-standing north wall creating overhead risk, and fall hazards at the rear leading to an open basement void. The dwelling is located between occupied residential properties to the north and south. Emergency timelines must be met regardless of frost law restrictions, indicating expedited completion is required.

The scope of work requires the awarded vendor to perform demolition services and use backfill material exclusively from Category 2 sources approved on the City of Detroit Backfill platform. Effective August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will inspect the property upon notification of BSEED Open Hole Approval to verify water service line material and remove any lead service lines if present, with a completion timeline of five business days. This process will pause the contractor's performance term, with hold dates and release dates documented in Salesforce for accurate contractor performance tracking. Successful vendors must comply with the "CDD_Abatement and Demolition_Contractor Discipline Policy" dated May 12, 2025, which governs contractor conduct and performance standards throughout the engagement.

Notes to Include in the RFP

BSEED Inspector Description: On fire run inspection, found 2 story 1 family frame dwelling. Posted. Fire has caused failure of all structural assemblies including foundation. Front and side wall remnants remain unsupported, with free standing north wall posing overhead risk to life safety. Fall hazard exists at rear into open basement void. Occupied dwellings to the north and south.

Rec Emergency Demolition.

DFD Fire Occurrence Date: 3/15/2021

*Emergency timelines must be met regardless of if Frost Laws are in effect.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
