About this file

This is a Request for Proposals (RFP) issued by Northfield Township in Washtenaw County, Michigan, for parking lot paving at the Northfield Township Community Center located in Whitmore Lake. The project involves paving two separate parking lots - a northern lot currently constructed with a geogrid stone base and a southern asphalt lot - with the township seeking three cost estimates: one for the North Lot only, one for the South Lot only, and one for paving both lots simultaneously. The project site walk-through is scheduled for 4:00 pm on August 26, 2025, with proposal submissions due by 2:00 pm on September 2, 2025. The expected project dates are October 2025 if both lots are completed together, or October 2025 for the North Lot and mid-late summer 2026 for the South Lot if done separately.

The scope of work includes removing existing surfaces, salvaging and supplementing base materials, repairing sidewalks and drive approaches, addressing drainage and erosion issues, and repaving with new asphalt, including ADA space delineation. Each lot is approximately 5,600 square feet. Bidders must submit company contact information, three project cost estimates, three or more recent references, proof of liability insurance, and certification as a non-Iran-linked business. The township reserves the right to waive informalities, modify the project scope, and reject any or all proposals. The project will be funded through the township's budget, with the final scope and timing dependent on the received bids and board consideration on September 9, 2025.

Requests for Proposals - Northfield Community Center Parking Lot Paving

BACKGROUND:

Northfield Township is in northeastern Washtenaw County, north of Ann Arbor and south of Brighton, with U.S. 23 running through the west side of the township from north to south. The Northfield

Township Community Center (formerly Senior Center) is located at 9101 Main St in Whitmore Lake. The

Community Center has two (2) separate parking lots in need of repair; one on the north side of the building and one on the south side of the building. The northern parking lot is constructed with an aggregate stone base held together with a geogrid material. The southern parking lot is an asphalt lot with curb and gutter extending along its perimeter with the exception of the west end side.

SCOPE OF WORK:

The northern geogrid lot has become difficult to maintain due to the stone base surface getting removed by snowplows in the winter and occasionally washed away during heavy rain events. The proposed solution is to remove the geogrid material, reuse as much of the existing aggregate stone base as possible, and replace with a new asphalt parking lot including appropriate drainage/directing of run-off.

The southern lot’s asphalt has deteriorated beyond basic repair. All runoff drains towards the west end and into the grass area between the parking lot and the railroad tracks. The western edge of the lot has deteriorated in part due to all runoff draining in that direction and not being controlled. Additionally, the existing asphalt pavement is beyond its useful life with a large percentage of the lot experiencing significant cracking.

Scope of work for the south parking lot would include removing and replacing all existing asphalt pavement, the cracked sidewalk in the driveway approach, and driveway approach. The existing curb and gutter is in good shape with the exception of select locations which would need to be removed and replaced. In order to combat the deterioration at the lot’s west end, the addition of curb and gutter to direct runoff to a certain point would help improve the life expectancy of new asphalt pavement.

The Township is looking for three cost estimates: one for paving just the South Lot, one for paving just the North Lot and one for paving both lots at the same time. After bids are received, the Township

Board of Trustees will review the costs and determine whether both lots are able to be completed in tandem. Depending on cost, the project may need to be split with completion of the North Lot this fall, and the completion of the South Lot next summer/fall.

The project deliverables will include plans and specifications for the following improvements:

• If necessary, contractor will prepare a soil erosion and sedimentation control (SESC) plan that meets the Washtenaw County Drain Commissioner’s Office requirements. Any permit application and associated fees will be the responsibility of the selected contractor.

North Lot (approx. 5600 sq. ft) :

• Remove existing geogrid material and salvage as much existing aggregate as possible

• Salvage existing parking blocks and replace them once paving is complete

• Install new aggregate base material, where necessary, pave the lot with 4” of asphalt, paint pavement markings and delineate ADA spaces

South Lot (approx. 5600 sq. ft.):

• Remove existing asphalt surface

• Supplement base with aggregate as needed

• Repair damaged sidewalk and drive approach

• Repair damaged sections of curbing and gutter

• Address grading/erosion on west end of lot; add curb and dedicated spillway

• Repave lot with asphalt, paint pavement markings and delineate ADA spaces
