These services were unanimously approved by the voters in order to help stabilize and improve the Town’s financial capabilities. This article was in direct response to the findings of the
University of Massachusetts, Edward J. Collins Center of Public Management, a copy of which is available for review at the following link: https://www.tisburyma.gov/m/newsflash/Home/Detail/39.

Basis of Award: Best Value Proposal
Applicants are advised that the Town of Tisbury is not bound to accept the lowest priced Response.
The selection will be made on a best-value basis, evaluating price along with the other evaluation criteria. For purposes of this procurement, all evaluation criteria other than price, when combined, are more important than the lowest price criterion. Therefore, the Town of Tisbury may decline to select the lowest-priced, technically acceptable Proposal, if the Town of Tisbury determines that another, higher-priced Proposal demonstrates sufficient additional evaluation merit to justify the additional cost.
In order to make a selection, the Town of Tisbury will determine first whether the Responses are responsive. Next, the Town will evaluate responsive proposals using the Evaluation Criteria, and assign an overall Evaluation Proposal Score.
