Summary of RFP for IT Managed Services
This is a Request for Proposal issued by the Town of Ellicottville, New York for consolidated IT Managed Services. The Town seeks proposals from qualified Managed Service Providers to consolidate fragmented municipal IT infrastructure currently managed by multiple vendors under a single unified agreement. The requested services include helpdesk and technical support, network and systems management, Microsoft 365 administration, cybersecurity services, backup and disaster recovery, firewall and network security, and development of a comprehensive Centralization and Migration Strategy. The Town's current asset inventory consists of approximately 48 total staff across multiple departments, 31 email-only users, 17 workstations, 12 printers/copiers, and 2 servers located at Town Hall and Town Center. The proposal submission deadline is September 18, 2026, at 4:00 PM EST, with proposals to be submitted in one original and six copies to the Town Clerk's office. The evaluation period runs from September 18 through October 21, 2026, with notice of award on October 22, 2026, and contract start date of December 1, 2026. The initial contract term is negotiable between 1-3 years with possible renewal options upon mutual written consent and includes termination for convenience with 30-60 days written notice.
Proposals must be evaluated and scored on Organization's Experience and References (25 points), Technical Approach and Cybersecurity (25 points), Transition and Onboarding Plan (15 points), and Cost Proposal (35 points). The cost proposal must clearly itemize monthly recurring service fees, third-party software and licensing, onboarding fees, network centralization and migration fees, and out-of-scope rate sheets. The current IT environment is highly fragmented with siloed systems, inconsistent security protocols, and redundant administrative overhead managed by two incumbents: CMG IT Consulting and Hurricane Technologies. The Town explicitly excludes Village Public Works, Water, and Sewer Departments from this procurement scope. Vendors must provide proof of general liability insurance, professional liability/errors and omissions insurance, cyber liability insurance, and workers' compensation insurance with coverage limits included in proposals. No set-asides for Disadvantaged Business Enterprises, Service-Disabled Veteran-Owned Businesses, or Minority and Women Business Enterprises are identified for this procurement.

To eliminate these operational gaps and establish centralized oversight, the Town seeks to consolidate all municipal IT infrastructure and support services under a single Managed Service Provider (MSP).
