About this file
This is a Request for Proposal (RFP) bid forms document issued by Roosevelt Island Operating Corporation (RIOC) for a comprehensive flood risk assessment services contract. The solicitation seeks qualified consultant teams to conduct a flood risk assessment for Roosevelt Island, with proposals due August 14, 2026. The assessment will form the foundation for a broader infrastructure resiliency strategy and will guide the protection of the island's essential assets while informing future design services. The scope covers Roosevelt Island, located in New York County. No incumbent has held an identical or substantially similar contract within the past five years. The contract term and any renewal options are not specified in the bid forms document itself, as these details would be contained in the full RFP scope of work.
The procurement establishes a Minority and Women Business Enterprise (MWBE) contracting goal of 30 percent, with no Service-Disabled Veteran-Owned Business (SDVOB) goal. Bidders must submit comprehensive documentation including EEO Staffing Plans (M/WBE 101), M/WBE Utilization Plans (M/WBE 103), SDVOB Utilization Plans (SDVOB 103), Request for Waiver forms if unable to meet goals, New York State tax certification forms (ST-220-CA and ST-220-TD), vendor responsibility questionnaires, non-collusive bidding certifications, MacBride Fair Employment Principles stipulations, Iran Divestment Act certifications, and Previous Participation and Disclosure Statements (Schedule C). Bidders must also certify compliance with State Finance Law 139-k and 139-j regarding permissible contacts and disclosure requirements. All forms must be completed accurately and submitted with the bid proposal; failure to submit complete and accurate information may result in noncompliance findings and proposal disqualification. Submissions should be directed to Roosevelt Island Operating Corporation Procurement Manager at 591 Main Street, Roosevelt Island, NY 10044.
