Williams Community Center (STWCC) located at 1332 Middletown Avenue, Northford, Connecticut. The project is a turnkey design-build replacement and upgrade that includes removal and disposal of existing equipment, furnishing and installation of new systems, permitting, rigging, controls integration, and engineered drawings. The building, constructed in 1967, is approximately 33,000 square feet and currently operates with two HB Smith oil boilers (1,709,000 BTU each), a mix of mini splits and air handlers for air conditioning, and a 1,000-gallon indirect water heater. The scope includes evaluation and upgrade of the A/C system, installation of controls to replace outdated Nematic thermostats with zone valves, a building management system (BMS) controls system, and installation of a heat system for an outside ramp. Two Lochinvar natural gas boilers from the high school (approximately five years old) are available for potential conversion to propane and reuse if feasible. The anticipated RFP review occurs in late September, interviews in early October, award in mid-October, town council approval in mid-October, notice to proceed at the end of October, and project completion by March 31, 2027. Digital submissions are preferred and should be directed to bids@nbct.us.
The RFP requires respondents to submit a detailed cost analysis broken down by trade with base pricing and optional pricing as applicable. A bid bond equal to 10 percent of the total bid is required, and the successful contractor must furnish a 100 percent labor, material, and performance bond. Connecticut prevailing wage rates apply to this project. Selection is based on qualifications of dedicated staff (25 percent), projects of similar size and scope (20 percent), completeness of response (15 percent), and price (40 percent). The Town reserves the right to award the contract within 120 days of the RFP opening and may award to multiple vendors. In either event, the defaulting contractor (or his surety) shall be liable to the Town for costs to the Town in excess of the defaulted contract prices: Provided, that the contractor shall continue the performance of the contract to the extent not terminated under the provisions of this clause. Failure of the contractor to deliver materials or services within the time stipulated on his bid, unless extended in writing by the Purchasing Assistant, shall also constitute contract default.
f. DELIVERY FAILURES: Failure of a contractor to deliver within the time specified or to deliver within the time extended by the Purchasing Assistant, and failure to make replacements of rejected articles when so requested, immediately or as directed by the Purchasing Assistant, shall constitute contract default and authorize the Purchasing Assistant to purchase in the open market articles of comparable grade to replace articles rejected or not delivered. On all such purchases, the contractor shall reimburse the Town, within a reasonable time as specified by the Purchasing Assistant, for any expenses incurred in excess of contract prices or the Town may deduct such amount from monies owed the defaulting contractor. Such substitute purchases shall be deducted from contract quantities. Should public necessity demand it, the Town reserves the right to use or consume articles delivered which are substandard in quality, subject to an adjustment in price to be determined by the Purchasing standard.
g. NON-LIABILITY: The Contractor shall not be liable in damages for delay in shipment or failure to deliver when such delay or failure is the result of fire, flood, strike, act of God, act of government, act of an alien enemy or any other circumstances which, in the Purchasing Assistant’s opinion, is beyond the control of the Contractor. Under such circumstances, however, the Purchasing Assistant may, in his discretion, cancel the contract.
