About this file
This is an Addendum No. 1 to a Request for Qualifications issued by the City of Raleigh, North Carolina, Park, Recreation and Cultural Resources Department for portable sanitation and water services at Dix Park. The RFQ 274-PRCR-DixParkPJ26 requests vendors to provide regular and ADA-compliant portable toilets, ADA handwashing stations, water tank and waste tank services, and dumpster services to support park operations and special events. The scope includes five portable ADA restrooms and two ADA handwashing stations at four year-round locations requiring service one to two times weekly, plus event-specific units for the Sunflower event (which may run two to four weeks) requiring only delivery and removal without ongoing service. Water and waste tanks are vendor-supplied and sized to service three full-time staff and ten drop-in staff, with tanks serviced three times per week to ensure 24/7 capability. The original submission deadline of October 2, 2026, was extended to October 9, 2026, at 5:00 PM EST. The RFP allows vendors to bid on only the services their company can provide and permits the City to select multiple vendors for different services.
Pricing must be provided on a per-unit basis with separate quotations for one-service-per-week and two-service-per-week scenarios at year-round locations, as well as pricing for both short-term and long-term event rentals. Vendors are not required to bid all items and may omit services such as dumpsters if unable to provide them. The incumbent contractor was Forever Clean. Liquidated damages do not apply to this solicitation. Subcontractors are not permitted for roll-off services. The City reserves the right to field-verify fitting sizes and configurations, with water lines estimated at 2 inches and sewer pipes estimated at 4-inch PVC drain pipe. All site maps showing the four year-round locations—Oak Room Picnic Shelter, Magnolia Room Picnic Shelter, Dog Park, and one additional location on Blair Drive—are provided as references for vendor evaluation and planning purposes.
