The proposer shall provide services to rehab projects involving City-owned properties and privately owned, owner-occupied homes participating in the City’s Rehabilitation Program. The selected proposer shall be referred to as the “Rehabilitation Specialist”.
Qualifications, Spec-Writing, and Project Management responsibilities are largely the same across both project types with differences are noted below.
4.1 Qualifications
Minimum Qualifications of a Housing Rehabilitation Specialist – applies to City-owned and homeowner rehab projects
• Minimum of five years’ experience as a rehabilitation consultant performing duties like those described below.
• Hands-on residential rehabilitation experience preferred.
• General Contracting license a plus.
• Working knowledge of all phases and trades involved in housing rehabilitation.
• Ability to write concise rehabilitation specifications based on units of materials installed, rather than open-ended tasks.
• Knowledge of current unit pricing for labor and materials for single and multi-family rehab work.
• Ability to develop and apply innovative, cost-effective rehabilitation methods.
• Strong written and verbal communication skills. With the ability to professionally and appropriately communicate with professional contractors, City staff and homeowners who may have limited rehabilitation experience.
• Ability to strictly monitor contractor performance, document contract compliance, and resolve disputes.
• Knowledge of programs such HOME Investment Partnership (HOME) and Community Development Block Grant (CDBG), particularly the requirements associated with small and large-scale rehabilitation projects.
• Proficiency in word processing and spreadsheet software.
4.2 Housing Rehabilitation Spec-Writing
City-owned and homeowner rehab projects inherently have different levels of scope. City-owned properties are typically full gut rehabs, requiring specifications covering all systems and finishes throughout the home. Homeowner rehabs are more limited in scope, generally addressing the home's substantial and critical components rather than a full renovation.
The average rehab contract in the City-owned affordable housing portfolio can range from $300,000 to $500,000. It may include the rehab of single-family units as well as duplexes and multifamily units. City-owned projects may include Capital Improvement Projects across the affordable housing portfolio, including single-family, duplex, and multifamily units.
Typical homeowner rehab projects are single-family, 5-room, wood-framed bungalows of less than 1,300 sf, built prior to 1978. The average homeowner rehab contract is approximately $120,000, with a construction schedule of approximately 60 - 90 days. The exact rehab contract limit is determined by program guidelines. The typical rehab loan recipient (homeowner) has limited experience with construction terminology and process and may need assistance with technical decisions.
Turnaround time for a set of specifications is 15 business days or less from date of assignment to submittal of the completed package to Department staff. A 5% reduction in the specification preparation fee may be assessed for every week specifications are delayed.
The following tasks are included in the spec-writing assignment:
• Set up an initial appointment within 10 business days of the Department’s request;
travel to the site and inspect it, completing an inspection checklist covering the crawlspace, attic, and all wet areas.
• Meet with the Owner (City or Homeowner) and discuss their list of concerns.
Incorporate results of the termite inspection and any environmental testing for radon, lead, and asbestos.
• Thoroughly inspect the dwelling, including under the foundation, the crawlspace, and the space between the ceiling and underside of the roof; assess all services (HVAC, plumbing, electrical); check all wet areas; and pull back insulation to check for water damage.
• Prepare a full set of rehabilitation specifications addressing all identified deficiencies, comprehensive enough to extend the home’s useful life by an additional 15–20 years.
• Take digital photographs of the exterior (typically four elevations) and of interior conditions to be addressed and submit with the specifications.
• Prepare simple, dimensioned, single-line floor plans showing walls, doors/door swings, windows, service hook-ups, key elements, and room usage. Include a roof plan if any portion of the roof will be re-framed, and mark the site survey if a new structure is part of the project.
• Prepare two copies of the specifications: one unpriced (for use as a bid form) and one with market-rate budget estimates for each line item.
• Include a paragraph at the top of the first page giving a basic description of the home, with a photo of the front of the property and of the main areas of concern.
• Send the complete set of specifications to Department staff for approval prior to meeting with the Owner for sign off.
• Obtain engineers or architects if the scope of work requires either, with prior Department approval.
• Provide the Owner with the Lead Safe Work Practice Pamphlet and explain lead-safe work practices, if applicable.
Please include a sample of past work from the person who will be writing specs for the City, and a copy of that person’s résumé with your proposal.
4.3 Housing Rehabilitation Project Management
City-owned and homeowner rehab projects require different levels of project management. On City-owned properties, the rehab specialist works directly with the City and the contractor. On homeowner projects, the specialist works with the homeowner and contractor, while the City's role is the lender, providing the rehab loan.
After the specifications have been signed-off on by the Owner (the City for City-owned properties, or the homeowner for homeowner rehabs), the project manager has the following responsibilities:
• Bidding: Assist in selecting bidders; explain reference-check procedures and suggest referral sources. Conduct a pre-bid walkthrough with selected contractors;
distribute specs and answer questions. Prepare a comparative bid tabulation, review bids that meet program guidelines with the Owner, and secure approval to offer the contract within one week for City-owned properties and thirty (30) days for homeowner occupied properties. Issue an addendum if necessary. For any new contractors, the rehab specialist is responsible for reviewing and approving contractor applications.
• Contract Preparation: Attach the standardized terms, condition statements and other necessary documents as provided by the City to the winning bid, make copies, schedule and conduct a pre-construction meeting, secure all signatures, and distribute copies.
• Schedule: Review and approve construction schedule submitted by the contractor.
Schedule must highlight submittal/approval dates, draw dates, and final inspection date.
• Site Supervision: Minimum of two job inspections per week, including safety/housekeeping inspections. Record field notes and take progress photos documenting work in progress, site problems, and disputes.
• Submittal Approvals: Approve all items requiring approval prior to installation (HVAC, plumbing/electrical fixtures, windows, doors, appliances, cabinets, porch details/rails, carpet, vinyl, roof shingles, paint).
• Pay Requests: Prepare draw requests using the City form after percentage-completion evaluation and submit to Department staff.
• Change Orders: Analyze scope changes as needed; complete change orders using the City form, secure signatures, and submit to Department staff, accompanied by photos and contractor/consultant estimates for any increase in contract amount.
• Record Keeping: Document verbal agreements with follow-up correspondence;
keep a copy in the project file and send a copy to Department staff.
• Close-Out: Schedule and conduct a final/completion walkthrough with the Owner, contractor, and Department staff, as applicable, followed by a punch-list walkthrough to close out the project based on the owner’s review. Prepare sign-off documents on City-provided forms and collect close-out documents from the contractor.
• Maintain a set of progress photos in a format deemed acceptable to the City.
• Periodic Meetings: Meet with Department staff every other week to provide updated project status; email a spreadsheet with progress reports for all active projects.
• Partner with the Department to recruit new contractors, and schedule/conduct bi-annual Rehab Contractor workshops.
