About this file

This is Addendum 1 to Request for Proposal No. 260000002520 for Release Day Transportation Services issued by the Michigan Department of Corrections (MDOC) on September 9, 2026. The RFP seeks qualified contractors to provide transportation services for MDOC clients, with bidders required to have capacity to conduct up to 3 transports per day and up to 60 per calendar month. Contractors may only decline transport requests for two specific reasons: inability to accommodate unusual disability accessibility requests or when referral requests are made with less than one calendar week notice. Bidders must disclose any additional limitations on their ability to accept referrals. The addendum revises the Statement of Work and Pricing schedules, modifying requirements related to substance use awareness and staff training, as well as updating invoice submission deadlines and documentation requirements.

The pricing structure requires bidders to propose a flat fee per hour measured in 15-minute increments for each transport, with billable time beginning 15 minutes before the agreed pickup time at an MDOC facility and ending upon client drop-off at the destination. Bidders must provide pricing for Year 1 and may optionally propose pricing for Years 2 through 5. Training reimbursement is structured as a flat rate of $10.00 per module completed per staff member, with payment available only upon successful completion of all modules as determined by the MDOC Training Division after contract award; partial completion will not be reimbursed. Monthly invoices are due 15 calendar days after each invoicing period and must be submitted to mdoc-osaotherprograms@michigan.gov with copies to the assigned Program Manager and PMCD Contract Monitor, with all supporting documentation submitted as separate readable attachments.
