About this file
This is a Schedule J Federal Provisions Addendum for RFP 260000001722 issued by the State of Michigan for a Newborn Screening Laboratory Information Management System (LIMS). The document establishes mandatory federal compliance requirements that bidders must accept without modification as a condition of award eligibility. Bidders are required to confirm their acceptance of these federal provisions or acknowledge that non-acceptance may impact their ability to receive the contract award.
The addendum requires contractors to acknowledge that the State may utilize federal funds with additional contractual requirements, and contractors must agree to append required federal contractual language through Contract Change Notices if necessary to maintain compliance with federal funding requirements, including provisions under Title 2 of the Code of Federal Regulations Part 200. The document includes a Byrd Anti-Lobbying Certification that must be completed if the purchase is funded wholly or in part with federal funds and exceeds $100,000. Contractors must certify that no federal appropriated funds have been or will be paid to influence federal officials in connection with the award, and must disclose any non-federal funds used for lobbying purposes on Standard Form-LLL. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each failure, and the contractor understands that the provisions of 31 U.S.C. Chapter 38 regarding false claims and statements apply to the certification.
