About this file
This is an attachment to RFP 26-03 from the Washington Department of Revenue (DRS) for IRS E-File Tax Reporting Support, containing a technical questionnaire that establishes the evaluation criteria and requirements for vendor proposals. The RFP addresses the IRS transition from the Filing Information Returns Electronically (FIRE) system to the Information Returns Intake System (IRIS) system. While DRS will migrate to the new IRIS portal in 2028, the department's current system output cannot accommodate IRIS' required Application to Application (A2A) and Extensible Markup Language (XML) formats for bulk filing of large volumes of information returns in 2027. Vendors must demonstrate detailed understanding of the work scope, including conversion of existing Publ 1220 and Publ 1187 text files into IRS-compliant XML formats, implementation of dual-source file handling from both DRS-generated and Record Keeper-generated files, and management of IRS-level rejects with resubmission protocols.
The questionnaire establishes a 40-point technical proposal evaluation component and a 35-point qualifications and experience component, totaling 75 points of the overall scoring criteria. Technical proposals must address IRS A2A and XML capabilities, file conversion approaches with mapping methodology and quality assurance, detailed implementation timelines for 2026 and 2027 migration cycles, reject management procedures, and IRS eFiler testing and certification evidence. Qualifications evaluation requires proof of current IRS eFiler authorization with EFIN status, demonstrated experience supporting large-volume information return filing for public agencies, resumes of key personnel including project managers and compliance specialists, relevant IRS and cybersecurity certifications, and past performance documentation through case studies or client references. No pricing information, set-asides, or contract term details are included in this attachment.
