About this file
This is Addendum #2 to Request for Proposal #26-015 issued by the Town of Dumfries, Virginia for comprehensive waste management services. The addendum addresses questions submitted by prospective offerors regarding the solicitation and clarifies requirements for residential refuse, recycling, yard waste, and bulk item collection services. The original RFP was dated July 22, 2026, with proposals due August 3, 2026 at 2:00 PM. The Town intends to begin services as quickly as possible following contract execution and completion of transition activities, with specific start dates to be coordinated with the selected contractor. The contract term is three years with four one-year renewal options. Collection services are required twice weekly, with Wednesday designated as a mandatory collection day and one additional collection day to be mutually agreed upon by the contractor and Town.
Key service specifications clarified in the addendum include flexibility in cart sizes, allowing contractors to propose 64-gallon trash carts instead of 96-gallon carts and permitting 32-gallon lidded recycling carts for single-family homes and 18-gallon bucket-style bins for townhomes, provided the systems adequately serve residents. The selected contractor bears all tipping fees and disposal costs and must dispose of materials within an 18-mile radius of Town Hall. The Town will receive credits against monthly invoices for net proceeds from e-waste and metal disposal, with the contractor providing supporting documentation. Fuel surcharges are not permitted; all costs including fuel must be included in firm pricing for the contract duration except as otherwise expressly provided. Contract pricing may be adjusted at renewal based on the Consumer Price Index as referenced in the original RFP. Performance evaluation focuses on cumulative monthly failures rather than isolated incidents, with contractors provided notice and opportunity to cure documented deficiencies when reasonably feasible.

I. Question and Responses
1. Pg. 8 Carts: Since the town is requesting service twice a week, could we supply 64g trash carts instead of the requested 96g carts?

14. Pg 15. (Contract Cancellation). For clarification purposes what is the extent to the monthly misses/failure to perform? Is it one miss consistently or cumulative? Will the hauler receive a right to cure note? Please clarify.
Answer: The Town intends for this requirement to apply to cumulative failures to perform during a monthly service period rather than a single isolated occurrence. Performance will be evaluated based on the contractor's overall compliance with the contract requirements throughout the month as outlined on Page #15 of the RFP.
In the event of a documented service deficiency, the Town will notify the contractor of the issue and provide an opportunity to cure the deficiency when the nature of the issue reasonably permits.
However, repeated or recurring deficiencies, failure to timely correct identified issues, or deficiencies that cannot reasonably be cured after the fact may be considered cumulative performance failures and may result in the assessment of applicable remedies or other actions as provided in the contract.
15. In the current contract, the hauler coordinates the calls about missed collection or any other collection issues in the town. Will this continue or will the Town now coordinate the calls?
Answer: The new contract will remain the same and the selected Offeror will coordinate calls about missed collection or any other issues in the Town.
The offeror must take due notice and be governed accordingly. This addendum must be acknowledged, or your proposal may not be considered.
