About this file
This document is Addendum No. 1 to Request for Proposals 2026-32-VPA, issued by the Virginia Port Authority for Environmental Engineering On-Call Services. The RFP seeks proposals for comprehensive environmental engineering consulting, compliance, and support services across all six of VPA's terminals: Virginia International Gateway, Portsmouth Marine Terminal, Newport News Marine Terminal, Norfolk International Terminal, Richmond Marine Terminal, and Virginia Inland Port. The proposal closing date is July 9, 2026 at 2:00 p.m. Offerors must be A&E firms with licensed engineers capable of performing all required services directly or through qualified subcontractors. The submission must include signed RFP cover pages (pages 2 and 7) with a maximum page limit of 20 pages for the proposal narrative, exclusive of Exhibits A through L and any addenda. The cover page, cover letter, and table of contents are counted toward the 20-page limit. Exhibits B and I have specific submission requirements: Exhibit B may be excluded if there are no exceptions, while Exhibit I must be included with "N/A" indicated if not applicable. Any exceptions must be clearly noted in Exhibit E.
The addendum provides clarifications on contract terminology and submission requirements but does not address pricing, set-asides, or funding sources. Respondents must acknowledge receipt of this addendum via email to proposalsVPA@portofvirginia.com prior to the bid due date or attach it to their submission. The contract structure is described as on-call services, with Richmond Marine Terminal and Virginia Inland Port typically utilizing subcontractors for certain functions such as sampling. A signed acknowledgement of the addendum does not substitute for the original bid document signature.

ADDENDUM NO. 1
Request for Proposals: RFP 2026-32-VPA Environmental Engineering On-Call Services Closing Date: July 9, 2026 @ 2:00 p.m.
The following questions and answers are provided for all offerors:
Question: Could you please confirm which port(s) the scope of work should cover? Should this be limited to Norfolk, or should additional ports be included?
Answer: The scope covers all six terminals: Virginia International Gateway, Portsmouth Marine Terminal, Newport News Marine Terminal, Norfolk International Terminal, Richmond Marine Terminal, and Virginia Inland Port. Typically, Richmond Marine Terminal (RMT) and Virginia Inland Port (VIP) utilize subcontractors to perform certain functions, such as sampling.
Question: Should Exhibit B be signed and included as part of the proposal, or should it be excluded?
Answer: There is no place to sign Exhibit B, and it may be excluded from your submitted proposal provided there are no exceptions. Any exceptions should be clearly indicated in Exhibit E.
Question: Should Exhibit I be signed and included as part of the proposal, or should it be excluded?
Answer: Yes, Exhibit I should be included in the proposal. If it does not apply, please indicate “N/A” on the form.
Question: Should the final proposal submission include the full RFP document and all accompanying attachments, or only the exhibits and forms that require additional information and signature? For example, should Exhibit A be included in our proposal submission?
Answer: A complete response must include the signed RFP cover pages, attached to the Offeror’s proposal (pages 2 & 7). The following do not count towards the 20 page limit: Exhibits A – L (pages 8-46), any submittals required by Exhibits A - L, and any Addenda issued to the RFP.
Question: Additionally, can you please confirm whether the cover page, cover letter, and table of contents are counted toward the proposal page limit?
Answer: Yes, those are counted towards the 20 page limit.
Question: Does a respondent need to be capable of accomplishing all the services listed in the scope of services (Exhibit C) or may we respond to provide a subset of the services listed?
Answer: Offerors must demonstrate the capability to perform all of the required services directly or identify a qualified subcontractor who will fulfill all services listed in Exhibit C, Scope of Services.
Question: Is the Virginia Port Authority expecting respondents to be A&E firms with licensed engineers or may non-engineering firms respond for services that do not require licensure?
2 | P a g e
Answer: Yes, they need to be an A&E firm with licensed engineers.
Question: Can VPA provide details, examples, or a list of the typical task order assignments that have been awarded previously and will be expected under this Contract?
Answer: See Exhibit C, Scope of Services.
Question: Can VPA expand on General Terms and Conditions Article 1. Definitions to include the following? Are they all referring to the same thing, or are there specific distinctions between them?
a. Contract Documents
b. Agreement
c. Contract
d. Contract Articles
Answer: A Contract and/or Agreement have the same meaning in regards to this RFP. Contract Documents refers to all of the documents that make up the resulting Contract. Contract Articles are the first pages of a Contract where a summary of the scope, term, payment details, precedence of terms, notices, and signatures are laid out to be followed by the Terms and Conditions and the Contractor’s Proposal.
Question: In Exhibit B: Special Terms and Conditions, in sub-Section 1.1 under “Type of Contract” should “Professional Materials Testing and Geotechnical Engineering Services” be changed to “On- Call Environmental Engineering Services.”
Answer: Yes.
