The City and County of Denver Department of Parks and Recreation is requesting proposals for wood utilization grinding services. The Department of Parks and Recreation’s Office of the City Forester and Maintenance Division collects approximately 23,000 cubic yards of urban wood residue per year through pruning and/or removing of trees. Utilization of these tree branches and logs are completed via tub grinding. The City estimates that wood utilization services may be required approximately one to two times per year, with an average of (80) eighty hours required per engagement.
B. CONTRACT VALUE:
The City anticipates awarding one (1) contract with a maximum compensation amount of $450,000.00 over a three (3) year term.
C. SCOPE OF WORK:
1. All utilization of tree branches and logs shall occur on-site at the Office of the City
Forester’s Havana Nursery located at 10450 Smith Rd, Denver, CO 80239. Hours of operation for this site are 6:30 A.M. to 2:30 P.M.; should additional hours be needed for utilization, the City will work with contractor for access to the site. The utilization location within the facility will be coordinated with the Havana Nursery and Denver Recycles staff to ensure minimal moving of the finished mulch.
2. Tree branches/materials shall be processed on-site in an environmentally sound manner designed to minimize dust, noise, and fire hazards.
3. The contractor’s operations shall be conducted to effectively manage fugitive dust in accordance with the City’s Revised Municipal Code, Chapter 4, which prohibits particulate matter from leaving the site premises and entering another property. The contractor will be required to truck or haul water to the grinding site. If City hydrants or water faucets are not available, water shall be provided at the contractor’s cost.
4. The wood utilization operation shall also be conducted in such a manner to comply with the City’s noise standards, pursuant to the City’s Revised Municipal Code, Chapter 36, which limits nighttime noise to 60 dB(A) between the hours of 10:00 P.M. and 7:00 A.M. Daytime grinding operations (7:00 A.M. to 10:00 P.M.) are exempt from this noise restriction.
5. The contractor shall provide the services in a highly professional manner.
6. Mulch shall be no larger than one (1) inch x (1) inch x (1) inch, and fairly uniform in size.
Mulch that is left on-site shall be windrowed in piles not higher than twelve (12) feet, and not greater than eighteen (18) feet in width, to minimize fire danger and facilitate distribution of the mulch material.
7. If the contractor’s mulch fails to comply with the specifications, based on the opinion of the Office of the City Forester, the contractor shall be responsible for re-processing mulch to meet specifications. Payment shall not be made until mulch meets specifications. Failure to comply with mulch size requirements three or more times may be cause for termination.
8. Upon completion of wood utilization, any necessary site clean-up and restoration shall be performed by the contractor.
9. As the Havana Nursery site is a State of Colorado regulated recycling facility, upon each job completion, the contractor shall supply a volume report similar to the report depicted in Attachment 5. The contractor shall provide all necessary tools, supplies, labor and equipment required to perform wood utilization services, including any heavy equipment necessary.

E. SUPERVISIONS AND SAFETY:
The contractor shall be responsible for the supervision and direction of the work performed by its employees. A full-time manager or crew leader shall be available, either on-site or immediately by phone to carry out the responsibility. The manager or crew leader shall have the authority to act as agent for the contractor and shall be fully qualified to implement the contract specifications. The contractor shall be responsible for instructing its employees in all safety measures. All equipment used by the contractor shall be maintained in safe operating condition at all times, free from defects or wear which may in any way constitute a hazard to any person or persons on City property. All electrical equipment will be properly grounded. All employees will wear proper personal protective equipment while working on City premises. The contractor is responsible for notifying utility locates and adhering to guidelines.
F. MATERIALS, EQUIPMENT, AND STORAGE:
The contractor shall be responsible for the complete performance of all work and for the methods, means and equipment used, and for all materials, tools, apparatus, and property of every description used in connection therewith. The contractor shall furnish and maintain all the necessary equipment. The City may conduct an inspection at any time to verify equipment condition. The City will not supply areas of storage. The contractor shall be responsible for storing its equipment and materials appropriately and safely.
G. FIELD QUALITY CONTROL AND INSPECTIONS:
Within ten (10) days after notification of completion of work, an Office of the City Forester representative will inspect the work and prepare a notice of provisional acceptance along with a list of items that require completion or correction. Each job is to be completed within thirty (30) calendar days or sooner from the time the City places the job order.
