About this file
The document is a Vendor Questions and State Responses spreadsheet for RFP 171 250000002648, involving the State Budget Office (SBO) seeking leadership training services. The procurement targets leadership development for approximately 5 executive leaders and 75 managers, with a cohort-based training model focused on practical skills development in equity, sustainability, and effective management. Training will be delivered through virtual (Teams, Zoom) or in-person formats, with coaching services provided bi-weekly for at least one hour per session. The training program aims to build upon previous management training completed by the SBO, with customization potential across different leadership tiers and departments.
Pricing and contract terms indicate that all costs, including travel and content development, should be comprehensively itemized in Schedule B. The contract will have fixed pricing for the initial term, with potential renegotiation during renewal periods. The vendor will be responsible for hosting a leadership resource library with annual content refresh. Performance evaluation will be based on scheduled training/coaching session completion and participant feedback surveys. The state does not require minimum onsite presence for training personnel and will allow short-term staff substitutions with prior approval. The contract does not require IT system access or security clearances, and the state is open to considering Michigan-based vendors as part of a best-value decision-making process.
