About this file
This is a Sole Source Justification (J&A-26-0226) for a commercial acquisition valued at or below the Simplified Acquisition Threshold under FAR Class Deviation 25-21, REV 2.
The U.S. Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ) proposes to award a firm-fixed price contract to Advantix Engineering Corporation (El4 Luis Munoz Marin Ave., Caguas, PR 00725) on a sole source basis for electronic equipment and facility improvements at the Antilles Tech Building. The procurement includes targeted infrastructure upgrades consisting of electrical system enhancements (a dedicated 240V circuit for a car lift, expanded data room power panel, and additional cubicle connections), second-floor break room modernization (kitchenette furniture, refrigerator, ice machine, and two water fountains), and associated installation work. The justification for sole sourcing cites the original design-build contractor's proprietary and specialized knowledge of the building's structural, electrical, and plumbing infrastructure. The contracting officer determined that utilizing a third-party vendor would void active building warranties and introduce operational risks, including accidental utility damage during subsurface drilling. The original contractor can execute the work immediately without expensive exploratory surveys, ensuring continuity of structural liability, cost efficiency, and minimal disruption to secure agency operations. The specific contract amount is redacted in the document.

ICE requires the execution of some targeted facility improvements and electronic equipment acquisitions to ensure operational efficiency, maintain regulatory compliance, and support employee well-being. These minor construction and procurement projects directly address specific infrastructure gaps within the facility. Upgrading the electrical infrastructure—including a dedicated 240V circuit for the car lift, an expanded data room power panel, and additional cubicle connections—is critical to preventing circuit overloads, supporting modern operational technologies, and ensuring a safe, high-functioning workspace. Concurrently, the modernization of the second-floor break room through new tailored kitchenette furniture, an updated refrigerator, an ice machine and the installation of two water fountains address essential workplace quality-of-life standards. Together, these upgrades optimize daily facility maintenance workflows, enhance data infrastructure reliability, OFFICE OF ACQUISITION MANAGEMENT

and foster a professional, well-equipped environment that sustains high employee morale and daily productivity.
A sole source contract is required for the required works and equipment’s because the original design-built contractor possesses proprietary, specialized knowledge of the building's structure, electrical, and plumbing infrastructure. Utilizing a third-party vendor to execute these projects would immediately void active, overarching building warranties and introduce operational risks, such as accidental utility punctures during subsurface drilling for the car lift electrical connections and water fountains. The original contractor can execute these changes immediately without expensive exploratory survey, ensuring continuity of structural liability, maximum cost efficiency, and minimal disruption to secure agency operations.
