About this file
This Request for Information (RFI) was issued by the New York State Department of Agriculture and Markets on September 11, 2026, seeking qualified entities to administer the Socially and Economically Disadvantaged Farmers Competitive Grant Program Round 3. The Department is not soliciting actual proposals through this RFI but rather gathering information about interested organizations' capabilities and feedback on program administration challenges. Letters of Interest are due by October 8, 2026, submitted via email to Mary Clark-Smith at mary.clark-smith@agriculture.ny.gov. An informational webinar will be held on September 15, 2026, at 2:00 p.m. to provide additional details. The RFI indicates that a formal Request for Proposals will be published at a later date, and all RFI respondents will be notified when the RFP becomes available. Responding to this RFI is not a prerequisite for submitting proposals to the future RFP and will not result in a contract award.
A total of $2,000,000 has been allocated for the Program from New York State's Fiscal Year 2025-2026 and 2026-2027 Enacted Budgets. The Program Administrator may use a maximum of 15 percent ($300,000) for administration services and expenses, with a minimum of 85 percent ($1,700,000) designated for grants to eligible farmers. Individual grants must range from $5,000 to $250,000 with a required recipient match of no more than 20 percent of the grant amount. Eligible administering entities include municipalities, public benefit corporations, local development corporations, and not-for-profit organizations; entities unable to directly provide financial or capital assistance are encouraged to partner with qualifying organizations. The Program Administrator must develop an RFP in consultation with the Department, conduct outreach activities, evaluate proposals, execute grant agreements, monitor awardee performance, disburse funds on a reimbursement basis, and provide periodic progress reports to the Department. Grants may support farm start-ups, improvements, expansion, worker training, marketing, land and equipment purchases, and physical structure construction or improvement for socially and economically disadvantaged farmers throughout New York State.

The New York State Department of Agriculture and Markets seeks information from organizations with experience working with or representing socially and economically disadvantaged farmers. This RFI is not a solicitation of actual proposals to administer this program. A Request for Proposals (RFP) will be published on a later date. All respondents to this RFI will be notified when the RFP becomes available.

*Responding to this RFI is not a prerequisite to submitting a proposal in response to any future RFP and will not result in a contract.
Background of the Program
The New York State Fiscal Year 2025-2026 and Fiscal Year 2026-2027 Enacted Budgets collectively allocated a total of $2,000,000 to the Department for grants to socially and economically disadvantaged farmers.

Pursuant to the enacting legislation, grants must be awarded on a competitive basis to socially and economically disadvantaged farmers who will materially and substantially participate in operating a farm within the state and may include urban farmers. Grants shall not be less than $5,000 and may not exceed $250,000 for any single awardee and shall be issued with a required match from the recipient of no more than twenty percent of the grant amount.
Grants may be awarded to socially and economically disadvantaged farmers for purposes including, but not limited to:
