About this file

This is a Request for Information (RFI) issued by the Department of the Navy Naval Supply Systems Command regarding Kofax Software licensing, specifically for Tungsten Automation products (Parts #KCA-PER-SENT-001U and #MC-KTA-0001). The RFI solicitation number is N63285-27-RFI-0001, classified as a pre-solicitation opportunity. The Navy is seeking information from potential vendors regarding the availability, pricing, licensing terms, and support options for Kofax Tungsten Automation software to inform a future procurement action.

The RFI is designed to gather market data on commercial software licensing models, including perpetual versus subscription-based options, volume pricing structures, maintenance and support requirements, and any available government or educational discounts. Respondents are expected to provide detailed product information, licensing flexibility, deployment options, and total cost of ownership analysis. This pre-solicitation phase allows the Navy to assess vendor capabilities and market conditions before issuing a formal solicitation for Kofax software acquisition, ensuring that subsequent procurement actions align with available commercial offerings and fair pricing practices.

1. GENERAL INFORMATION

This is a Request for Information (RFI) issued solely for information and planning purposes in accordance with FAR 15.201(e) (Exchanges with Industry Before Receipt of Proposals). This notice does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or promise to issue an award in the future.

The Naval Criminal Investigative Service (NCIS) will not pay for any information, documentation, or technical data submitted in response to this notice. Responders are solely responsible for all expenses associated with responding to this RFI. Proprietary information, if any, should be clearly identified and marked.

3. BACKGROUND AND SCOPE

The Naval Criminal Investigative Service (NCIS) requires continued software licensing, operational capability, and authorized maintenance support for Tungsten Automation (formerly Kofax) software products.

These software licenses are mission-critical for the NCIS Records Management Directorate to maintain uninterrupted operations with existing enterprise high-speed production scanners. Specifically, the licensing enables:

Enterprise-level high-speed scanning throughput.

Optical Character Recognition (OCR) processing for large, multi-page evidentiary and record files.

Seamless automated formatting and ingestion into the NCIS Electronic Records Management System.

Software Version Currency and Maintenance Constraints:

NCIS policy and vendor software governance mandate that NCIS maintain current, supported baseline versions of all active software licenses.

Per Tungsten Automation support policies, software version verification (e.g., active version confirmation screenshots) is periodically required to calculate and determine eligibility for Standard Support versus higher-cost Extended Support.

The current active vendor production baseline aligns with Kofax Capture Version 11.1.x (and applicable successor releases).

4. REQUIRED ITEMS AND SPECIFICATIONS

NCIS is conducting market research to establish vendor capability and obtain commercial price estimates / Rough Order of Magnitude (ROM) for vendors authorized to deliver both of the following product lines:

Product Description
Required Capability / Specification
0001
