About this file

This is a Request for Information (RFI) from the Department of the Air Force (DAF) seeking market research on potential sources for non-personal services supporting the Bird of Prey Program Objective Memorandum (POM) trade-off analysis methodology using the Systems Warfighting Architecture Navigator (SWAN), a government-owned software capability.

The contemplated effort encompasses software operations and maintenance, agile software development, mission thread and effects chain analysis, data integration and analytics, executive decision support, defense industrial base assessments, and strategic decision-making support for senior Department of Defense leadership. The government is considering NAICS code 541611 (Administrative Management and General Management Consulting Services) but encourages respondents to recommend alternate NAICS codes with supporting rationale. Responses must be submitted no later than fourteen calendar days after publication and are limited to fifteen pages. Interested parties must provide company name, CAGE Code, Unique Entity Identifier (UEI), business size and socioeconomic status, headquarters location, primary point of contact information, and facility clearance level and current security clearance capability. The RFI does not constitute a solicitation, request for proposal, or commitment to award a contract and responses will be used solely for market research and acquisition planning purposes.

The RFI requests respondent information and responses to fourteen substantive questions organized into two sections: Acquisition Planning (covering recommended NAICS codes, contract types, contract vehicles, labor categories, technical considerations, and small business capability) and Capability Assessment (addressing relevant experience with DAF/Department of Defense organizations, government-owned software operations in classified and Special Access Program environments, software capability transitions, agile development methodologies, mission thread analysis, cleared personnel availability, identified risks, and prime contractor capability). Primary contact is Walter J. Cardenas (Walter.cardenas@us.af.mil, 937-522-3527); alternate contact is Danielle Sookhai (danielle.sookhai.1@us.af.mil).

Description

The Department of the Air Force (DAF) is conducting market research to identify potential sources capable of providing non-personal services supporting the Bird of Prey POM trade-off analysis methodology leveraging the Systems Warfighting Architecture Navigator (SWAN).

SWAN is a Government-owned capability that supports mission thread analysis, enterprise decision support, and software operations and sustainment in support of Department of the Air

Force Planning, Programming, Budgeting, and Execution (PPBE) activities.

The contemplated effort may include software operations and maintenance, agile software development, mission thread and effects chain analysis, data integration and analytics, executive decision support, and analysis supporting defense industrial base assessments. The effort may also include the integration of acquisition, mission, and related data to support strategic decision-making, identification of supply chain risks and industrial base vulnerabilities, and development of analytical products and recommendations for senior Department of Defense leadership.

The Government is considering NAICS 541611-Administrative Management and General

Management Consulting Services. Respondents are encouraged to identify any alternate NAICS they believe better aligns with the principal purpose of the contemplated requirement and provide supporting rationale.

The Government is seeking information regarding industry’s capabilities, relevant experience, recommended acquisition approaches, and overall ability to perform services of similar scope, complexity, and security. Responses to this Request for Information (RFI) will be used solely for market research and acquisition planning purposes. This RFI does not constitute a solicitation, request for proposal, or commitment by the Government to award a contract.

Responses are requested no later than fourteen (14) Calendar days after publication of this

Request for Information (RFI) and limited to fifteen (15) pages.
