About this file

This is a Sole Source Procurement Solicitation issued by the South Carolina Department of Natural Resources for the acquisition of specialized equipment from Coast Machinery LLC. The agency is seeking a Marsh Master MM-2MX-KC with KOHLER ENGINE and associated attachments, including a cutter, roller chopper, spray rig, and modification to accommodate an existing ditching attachment. The equipment serves as an integral component of habitat management on waterfowl management areas, providing access to environmentally sensitive terrain and enabling the creation of food sources for wintering waterfowl populations. The procurement was issued on November 4, 2025, by Procurement Officer Valerie G. Duncan, CPPB, and the contract term is designated as one year, running from November 17, 2025, through November 16, 2026. The vendor will provide an introduction and walk-through of the machine upon delivery.

The South Carolina Department of Natural Resources has justified this sole source procurement under S.C. Code Ann. 11-35-1560 and S.C. Regulation 19-445-2105, determining that no alternative equipment on the market can withstand the harsh environmental conditions, access the required work areas, or accommodate the agency's existing ditching attachment. Market research included internet searches, interviews with local habitat managers, discussions with manufacturers regarding equipment improvements, and testing of alternative equipment types, none of which met the agency's operational requirements. The notice will be posted in the South Carolina Business Opportunities (SCBO) for five to ten business days. Protests must be submitted in writing to the Chief Procurement Officer at the Materials Management Office within five business days of posting notice of intent to protest, with actual protests due within fifteen days.

DESCRIPTION: Sole Source – Marsh Master

Agency: South Carolina Department of Natural Resources Sole Source Vendor: Coast Machinery LLC

This is a (1) year Sole source Term: 11/17/25 - 11/16/26

Based upon the following determination, Agency proposes to acquire the supplies, construction, information technology, and/or services described herein from the Vendor named above per S.C. Code Ann. §11-35-1560 and S.C. Regulation 19-445-2105, Sole Source Procurement.

Description of the Agency need that this procurement meets:

Marsh Master MM-2MX-KC with KOHLER ENGINE, is an integral part of the habitat management conducted on our waterfowl management areas. This floating tracked machine is often the only equipment that can access certain parts of our properties and the only equipment that can perform the tasks necessary to create valuable food for wintering waterfowl in the harsh environmental conditions that it is required to perform in. The Agency manages these waterfowl areas as both important habitat for the Atlantic Coast's wintering waterfowl population and for public hunting opportunity. Without this machine, both the quality of habitat that the Agency provides and the quality of hunting the Agency provides will be negatively impacted.

Description of market research Agency performed to determine the availability of products or services that would meet the Agency’s needs:

We regularly search the internet for new products, none exist that meet our needs. We regularly interview other local habitat managers to discuss if their equipment could meet our needs, it does not. We regularly discuss changes in equipment (new year model, new trim packages, etc.) with manufactures to see if any changes and improvements to equipment will allow it to meet our needs, none have to date. We regularly test other types of equipment (tractors with wheels instead of tracks) to see if it will perform in these conditions, it does not.

Description of supplies, construction, information technology, and/or services Vendor will provide under the contract:

Under this contract the Marsh Master MM-2MX-KC with KOHLER ENGINE and attachments of a cutter, roller chopper, spray rig, and modification to attach an existing, already-owned ditching attachment will be provided. A introduction and walk through of the machine will be provided upon delivery.

Detailed explanation why no other vendor’s supplies, construction, information technology, and/or services will meet the needs of the Agency:

No other equipment exists on the market that can withstand the harsh environmental conditions that this machine operates in. No other equipment on the market can access the areas where the machine will need to work. No other equipment can be modified to accept our existing already-owned ditching attachment.

I CERTIFY THAT THE STATEMENTS LISTED ABOVE ARE TRUE AND THAT THE CONDITIONS CITED EXIST AND JUSTIFY THIS SOLE SOURCE PROCUREMENT.

This notice will be posted in the South Carolina Business Opportunities (SCBO) for at least (5-10) business days as required by SC Code 11-35-1560.

PROTESTS:

If you are aggrieved in connection with the intended award or award of the contract, you may be entitled to protest, but only as provided in Section 11-35-4210. To protest an award, you must (i) submit notice of your intent to protest within (5) business days of the date this notice is posted, and (ii) submit your actual protest within fifteen days of the date this notice is posted. Days are calculated as provided in Section 11-35-310(13). Both protests and notices of intent to protest must be in writing and must be received by the appropriate Chief Procurement Officer within the time provided. The grounds of the protest and the relief requested must be set forth with enough particularity to give notice of the issues to be decided. Any protest or notice of intent to protest must be addressed to the Chief Procurement Officer and submitted in writing.
