Description of the Requirement

The 338th Enterprise Sourcing Squadron (ESS), at Joint Base San Antonio (JBSA) – Randolph, Texas (TX), is seeking information concerning the availability of technically capable firms interested in establishing a FFP BPA to provide non-personal Professional & Management Development Training and Information Technology (IT) Training to DAF personnel on an as needed basis. The purpose of the BPAs is to establish multiple contracting vehicles that the Government can utilize when the Government cannot utilize a Government Purchase Card (GPC) to purchase training when the purchase amount will exceed the GPC purchase threshold of $25K.

A BPA is not a binding contract, they are agreements, and as agreements, prices would be set prior to any BPA Calls/orders being placed against the BPA. The BPA price list will indicate the effective and expiration dates (which are generally for a period of (one) 1 year) and can be updated as required every year the BPA remains active. After the BPA is established, an authorized Contracting Officer would place calls against the pre-approved price list and the Contractor would be required to perform in accordance with the terms and conditions of the BPA. After training is completed, Contractor’s would be required to submit their invoices for payment in Wide Area Workflow (WAWF) at https://piee.eb.mil.
