RFI K14022: Gender Dysphoria Evaluation Services
This is a Request for Information (RFI) issued by the Washington State Department of Corrections seeking vendors capable of providing gender dysphoria evaluation services to incarcerated individuals. The Department anticipates serving 25-50 individuals annually across five correctional facilities: Airway Heights Corrections Center, Monroe Correctional Complex, Washington Corrections Center for Women, Washington State Penitentiary, and Stafford Creek Corrections Center. The RFI was issued on August 27, 2026, with a response deadline of October 30, 2025. Vendors are encouraged to submit responses at any time before the deadline. The requested services include expert clinical consultation to Department staff, evaluations of medical necessity and readiness for gender-affirming surgery, monthly one-hour training to DOC psychologists on gender dysphoria management, and deposition or courtroom testimony as requested. Responses to this RFI are voluntary and non-binding; the Department reserves the right to pursue direct negotiation with multiple vendors, issue a competitive solicitation, or take no procurement action.
Vendors must meet specific prerequisites including a minimum of two years of work experience in gender dysphoria diagnosis, management, and surgical readiness assessment; current Washington State Department of Health Psychology licensure; and membership in either the American Psychological Association or The World Professional Association for Transgender Health. Providers must respond to consultation requests within two working days and provide advance notice of planned unavailability. The RFI requests detailed information regarding vendor qualifications, business profile, background and experience with transgender clients, availability and capacity, and comprehensive pricing structure. Vendors should specify whether pricing is hourly, per-consultation, or hybrid-based, including the hourly rates for all providers and assistants involved in service delivery. The Department will not reimburse costs incurred in preparing RFI responses, and no obligation to contract exists. Materials submitted become the property of the Department and are subject to Washington's Public Records Act, though vendors may designate information as proprietary or confidential.
