CONTEMPLATED REQUIREMENT

The Federal Bureau of Investigation (FBI) requires Forensic Training in the area of Corrective Action Process and Cause Analysis. This course will teach the corrective action process as outlined in ISO/IEC 17025 and ISO/IEC 17020 and the approaches for effective cause analysis.

The training will teach participants how to evaluate the significance of nonconforming work to determine if corrective action is necessary, the philosophy, purpose and benefits of performing an effective cause analysis, the process of asking ‘why’ at least five times to get to the source of the non-conformance, why ‘blaming the individual’ is missing the point, and the difference between correction and corrective action. The result of the training is that the participants will acquire skills, approaches and tools for evaluating and improving the effectiveness and efficiency of a management system through effective cause analysis and implementation of corrective actions. The training must be aligned with accreditation requirements.

The requirement is for three (3) in-person training courses focused on root cause analysis and corrective action process for forensic laboratory personnel. The courses must be provided in person in Quantico and Huntsville. These locations will minimize the need for FBI personnel to travel to attend training. The training must align with the requirements in ISO/IEC 17025, ISO/IEC 17020, and the AR 3125 requirements.

The contractor shall:

3.1 Provide training in corrective action process and cause analysis, specifically tailored to the application of those processes in forensic service providers such as a forensic laboratory.

Training content must specifically address the difference between corrections and corrective actions, the objectives of root cause analysis, methodologies such as the “5 whys”, and practical skills to perform root cause analysis to improve operations.

3.2 Offer flexible scheduling and be able to instruct three (3) courses, each held over a two (2) day period with four (4) hours of instruction each day for a total of 8 hours of instruction per course.

3.3 Provide training for up to sixty (60) participants with twenty (20) participants attending each course, maximizing interaction and discussion between participants and the instructor.

3.4 Provide in-person instruction in FBI Laboratory facilities in both Quantico, VA and Huntsville, AL, with two (2) courses taking place in Quantico, VA and one (1) course taking place in Huntsville, AL in alignment with FBI Laboratory staffing levels at each location.

3.5 Have an instructor with expertise in the ISO/IEC 17025 and AR3125 requirements, the ANAB assessment processes, and the way the fulfilment of those requirements is evaluated during assessments

3.6 Provide participants with certificates recording course completion

The contemplated contract is a Firm Fixed Price Contract.
