About this file

This Request for Information (RFI) is issued by Craven Community College in North Carolina for market research regarding the replacement of an Emergency Notification System (ENS) across three campuses. The College seeks vendor information on procuring, delivering, and installing an integrated ENS solution that includes public address systems, sirens, lights, and marquees for 18 buildings located on the New Bern, Havelock, and Volt campuses. The RFI response deadline is September 10, 2026, at 5:30 PM EST, with written questions due by August 28, 2026. Responses to questions will be issued by September 3, 2026. No site visits, bidder meetings, or award dates are specified in this RFI, as this is market research only and does not constitute a formal solicitation. The College requires vendors to address functional requirements including rapid emergency notifications, multi-campus centralized management, multi-channel communication capabilities, integration with existing fire alarm and security systems, ADA accessibility compliance, and system scalability.

Vendors must submit non-binding, rough order of magnitude cost estimates that include software licensing, hardware, communications infrastructure, site preparation, installation, training, warranty, and recurring costs; however, these estimates will not be used to evaluate respondents and carry no binding obligation on either party. This RFI explicitly states that no award will result from responses submitted, and the College retains the right to cancel the RFI, modify requirements, or decline to issue a subsequent solicitation. The College is a public entity subject to North Carolina Public Records Act disclosure requirements, and respondents are cautioned against including proprietary or confidential information unless absolutely necessary. Responses must be submitted electronically in PDF format to the Issuing Officer, Carton Banks, at banksc@cravencc.edu. The College may invite selected respondents to present their capabilities at a later date, with at least two weeks advance notice.
