About this file

This Request for Information (RFI) document BPM055064, issued by the Maryland Department of General Services Office of State Procurement in conjunction with the Maryland Department of Emergency Management, seeks market research to identify vendors capable of providing statewide emergency food and catering services. The RFI solicits responses for a future indefinite delivery, indefinite quantity fixed-price contract to supply meals to disaster survivors, incident workforce personnel, emergency management staff, and public safety personnel at fixed facilities including emergency shelters in public schools, emergency operations centers, and public safety facilities. Services include providing bulk and boxed meals, mobile field kitchens, mobile refrigerator trucks, and food supply warehouses with capacity to operate 12 or 24-hour schedules. Vendors must deliver meals for 50-250 personnel per facility location every 12 hours, potentially across multiple simultaneous locations, with service initiation within 24 hours to 14 days of declaration of emergency. Menus featuring standard, vegetarian, vegan, halal, and gluten-free options must be submitted biweekly for approval, with 24-hour food service bar availability. The RFI closes February 9, 2026 at 4:00 PM local time, with procurement-related questions due by January 30, 2026. The anticipated contract term spans multiple years with potential renewal options, though specific duration has not been determined.

Respondents must submit current pricing according to unit of measure for breakfast items, lunch items, dinner items, snack items, prepared salads, and 24-hour food service bar flat fees by case for six Maryland regions. The RFI strongly encourages responses from small businesses, minority-owned businesses, and veteran-owned businesses, with DGS OSP intending to designate one or more contract portions to these socioeconomic categories and noting that Small Business Preferences and regional Small Business Reserves may be established. Vendors must identify service capabilities by county and region, provide their eMMA registration numbers, and answer questions regarding specification constraints, subcontracting opportunities for increased minority participation, and recommended small business reserved areas. Respondents should mark any confidential or proprietary information for protection under the Public Information Act. This RFI does not constitute a commitment to procure, award a contract, or reimburse response preparation costs, and submission does not guarantee inclusion in subsequent procurement activities.
