PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that may possess the data, expertise, capabilities, and experience to meet the qualification requirements to conduct an obsolescence/trade study on the Programmable Armament Control System (PACS- 46), part number 12241-46, National Stock Number (NSN) 1270-01-550-2010FX and provide the Government a way forward with a Form, Fit, Function, and Interface (F3I) replacement of the F-

15E PACS-46.

The contractor shall deliver an Obsolescence Study in the form of a Whitepaper that will identify the level of effort for a F3I replacement of the F-15E PACS-46, NSN 1270-01-550-2010. The Obsolescence Study shall address piece part modernization and part availability that is fully compatible to the specifications of the current NSN. The Whitepaper shall outline the technical design of the replacement, discuss the Obsolescence Study, detail how the contractor shall address the obsolete components' issues/risks, the steps they'll take to mitigate these issues/risks in the future F3I replacement effort, and provide an official quote. The F3I replacement shall be verified capable of meeting Airworthiness and Nuclear Certification requirements of the current NSN. The subassemblies of the new design shall be compatible with the legacy F-15E PACS-46 configuration currently in use. These redesigned subassemblies shall be used to repair the legacy F-15E PACS-46 configurations. The official quote for the F3I F- 15E PACS-46 Replacement shall include a breakdown of cost elements that includes but is not limited to: Engineering Support, Prototype Fabrication, Technical Data, Testing, Develop & Design Prototype, & Travel along with the expected Period of Performance.

The AFSC Contracting Office intends to award a single sole source contract effort. Interested parties include Hamilton Sundstrand (now Collins Aerospace) for an obsolescence study on the Programmable Armament Control System (PACS-46), part number 12241-46, National Stock Number (NSN) 1270-01-550-2010FX in support of the F-15E model aircraft. The PACS-46 is expected to remain on the F-15E fleet for its remaining life cycle, currently scheduled for 2045.

Programmable Armament Control System (PACS-46), part number 12241-46, National Stock Number (NSN) 1270-01-550-2010FX controls the weapons that are used on the F-15E aircraft.

The PACS-46 CP replaced the PACS-45 through hardware and software modification of these assets. The PACS-46 is made up of two parts: Converter Programmer P/N 11241-46, and the Electronic Sequencing Unit P/N 11283-35. The converter programmer controls the logic for fail-safe monitoring, arming, releasing, and jettisoning of all air-to-air and air-to-ground weapons and stores on the F15E.

The PACS-46 system is a military-unique item that must conform to the OEM engineering drawings (11241-46) and the requirements called out in the Performance Specification (HS15447) and Acceptance Test Procedures (ATP11283-35). The procurement specification contains extremely stringent design requirements and must meet exact form, fit, function and interface requirements for effective F-15 mission accomplishment. The item drawings were created by Hamilton Sundstrand, and these drawings are source controlled. At this time, Hamilton Sundstrand retains all data rights, manufacturing knowledge, and technical data.
