Request for Information (RFI) For Dense Plasma Focus (DPF) Facility Modernization for Tritium Gas Handling
1.0 Purpose
This Request for Information (RFI) is to obtain information for the purpose of market research which may inform future requirement and contract efforts for facility architectural and engineering modernizations to support the use of Tritium gas. Tritium gas will be employed in support of a Dense Plasma Focus (DPF) machine.
2.0 Introduction
The U.S. Army Contracting Command – Orlando (ACC-Orlando) in support of the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Cyber, Test & Training (PM CT2) Instrumentation Management Office (IMO), and the U.S. Army White Sands Missile Range Survivability, Vulnerability and Assessment Directorate (WSMR SVAD) is performing research to gather information and feedback from interested Architectural and Engineering (A&E) firms which have demonstrated knowledge in space planning, design, and construction oversight in facilities that utilize and operate Tritium Gas to assist the Government with construction level plans (architectural, civil, mechanical, electrical, plumbing, fire protection, and telecommunication) and specifications for the modernization of an existing facility at WSMR that will house the Dense Plasma Focus machine utilizing Tritium gas.
Program Description and Background: PM CT2 IMO has a requirement to develop, procure, integrate, and field major and minor test instrumentation systems in support of developmental and operational military systems testing conducted at Major Range and Test Facility Base sites. The DPF is a Central Test and Evaluation Investment Program (CTEIP) effort to provide Pulsed Neutron Effect (PNE) capabilities. The DPF is currently in the CTEIP Phase I. During Phase I the DPF team has identified the need to use Tritium gas to enable the DPF machine to achieve the required performance criteria.
Information Sought: Provide sample projects your company has completed in the past that incorporated Architectural & Engineering Design Solutions related with Tritium Gas type projects. Has your Company performed this type of effort or similar type effort in the past? If so, provide contact number and name for reference and a brief description of your direct support of the effort.
Provide an estimated top level ROM of the anticipated A&E design costs associated with Architectural & Engineering modernizations required to produce construction level plans and specifications with the following key milestones (same deliverables as noted below):
· Conceptual Design
· Preliminary Design Drawings
· 60% Construction Documents
· 100% Construction Documents
Provide an estimated schedule of the design effort required to produce the following key deliverables:
· Conceptual Design and ROM Cost Estimate of Construction
· Preliminary Design Drawings and Updated ROM Cost Estimate of Construction
· 60% Construction Drawings
· 100% Construction Drawings and Specifications and 100% Cost Estimate of Construction
Applicable NAICS Codes: 541310, 541330
Refer to attached pictures below showing existing site and building conditions. Existing building is estimated at 2,800 square feet. It is the intent to completely demolish all existing Mechanical/Electrical/Plumbing and Architectural doors infrastructure, and add an estimated 2,000 square feet of support spaces to this existing facility in addition to site improvements for parking, deliveries, maintenance, and disposal.
Acquisition Strategy: The Government is exploring a range of acquisition strategies and plans to utilize the information gained from responses to this RFI to help further shape the acquisition strategy. The contract type for this effort has not yet been determined.
Response Requested: Persons/firms contemplating submission of a response should carefully examine this RFI and are encouraged to contact the technical Point of Contact (POC) to ascertain the extent of interest in an approach or for clarification(s).
