About this file

This is a Request for Information (RFI) issued by Harris County, Texas through the Office of the Harris County Purchasing Agent (Project No. 07092026JW) seeking industry input on advanced AI-powered camera monitoring and analytics platforms to support operational needs of the Harris County Sheriff's Office. The RFI is designed to gather detailed information on best practices and vendor capabilities rather than solicit formal proposals. Responses are due by 5:00 p.m. on Thursday, July 24, 2026, and should be submitted via Bonfire with a transmittal letter including company information, contact details, and a brief statement of relevant experience. Harris County may conduct follow-up discussions with selected vendors and may invite demonstrations of product capabilities, with presentations to be attended by Harris County stakeholders, users, and technical personnel. The RFI does not constitute a formal solicitation, create any obligation for Harris County to issue an RFP, or guarantee future procurement actions, and responding provides no competitive advantage in any subsequent RFP process.

Harris County explicitly states that pricing information should be omitted from RFI responses, with the exception of pricing model information. The County will not reimburse vendors for costs incurred in responding to the RFI, and respondents submit information at their own risk. Harris County seeks comprehensive technical information on deployment models (cloud, on-premise, and hybrid), system scalability for thousands of simultaneous camera streams across multiple facilities, hardware and software specifications, integration capabilities with existing Bosch Video Management Systems, environmental performance factors, AI detection capabilities for weapons and contraband identification, behavioral analysis for fights and distress detection, zone monitoring and perimeter breach detection, performance metrics and accuracy benchmarks, alert latency times, and standard proof-of-concept processes. Confidential business information should be submitted in two marked copies—one marked "confidential" and one marked "non-confidential"—allowing Harris County to make its own determination regarding confidentiality status.
