About this file

This Request for Information (RFI) from the Montana Office of Public Instruction seeks vendor information regarding evidence-based attendance improvement support services for schools identified for Comprehensive School Improvement (CSI) under the Elementary and Secondary Education Act (ESSA). The RFI does not result in a direct contract with OPI but instead creates an Attendance Support Resource List that CSI schools may reference when independently selecting vendors. Vendors may specialize in one or more of six focus areas: Comprehensive Attendance Needs Assessment, Attendance System Design and Implementation, Professional Learning and Coaching, Student/Family/Community Engagement, Implementation Support and Continuous Improvement, and Sustainability and Capacity Building. Services may be delivered on-site, virtually, or hybrid. Responses are due by September 22, 2026 at 2:00 p.m. MDT. No bidders' conference or site visits are specified. No specific award date is identified, and there is no guarantee that schools will utilize the resource list or enter into agreements with listed vendors.

Vendors must meet eligibility requirements demonstrating experience in attendance improvement, continuous school improvement, data-informed decision making, coaching and capacity building, and family and community engagement, with particular preference for experience serving Montana's rural and frontier communities and cultural responsiveness to Tribal Nations. Responses are evaluated on a Pass/Fail basis across nine categories, with vendors passing all categories eligible for inclusion on the approved resource list. The RFI does not specify contract value, pricing terms, set-asides, or incumbent vendors. All resulting agreements between schools and vendors are subject to available district funding. Vendors must submit a Letter of Interest, an Eligibility Narrative (maximum twenty pages), and required documentation including student data privacy policies, sample attendance improvement projects, and evidence of measurable improvements in attendance and chronic absenteeism reduction. Technical assistance is available through the eMACS Help Desk at 406-444-2575, with substantive inquiries directed to Gwenette Ungerman at Gwenette.Ungerman2@mt.gov.
