About this file
This is a Pilot Project Notification issued by the City of Austin, Texas Purchasing Office for the Austin Watershed Protection Department seeking remote sensing water quality software and services. The City is requesting intent to participate submissions from vendors by March 12, 2026, at 3:00 PM CST, with brief presentations describing the products the company would like the City to consider. The pilot project aims to address Austin Watershed Protection's need to collect frequent data on stream water depth and width, soil moisture related to riparian health and stormwater control, water pollution and eutrophication indicators, and vegetated buffer existence around Critical Environmental Features. Respondents will be invited for presentations at the sole discretion of the Watershed Protection Department. This is explicitly stated as a request for pilot project participation only and does not constitute a Request for Proposal or commitment to issue an RFP in the future.
The City seeks software and/or services that can compile both public and private remote sensing datasets, securely store and clean data, perform basic calculations and statistical analyses, generate reports, and provide user-friendly comparison tools for maps and remote sensing signatures over time. Preferred capabilities include service experience with government agencies or similar organizations, ability to access and process multiple remote sensing data sources at various frequencies and resolutions with fast processing timelines, reporting and evaluation tools including environmental indices and automated notifications, training and technical support during pilot participation, and system flexibility regarding access methods, hardware requirements, user licensing, and data storage capabilities. All inquiries and responses should be directed to Aaron Richter at Aaron.Richter@austintexas.gov.

Respondents will be invited for presentations at the sole discretion of the City of Austin’s Watershed Protection Department.
The City of Austin is notifying that the Austin Watershed Protection Department is piloting for Remote Sensing Water Quality Software and Services
Please respond via email to via email to Aaron Richter at Aaron.Richter@austintexas.gov by March 12, 2026, at 3:00 PM CST, with your intent to participate in the pilot project.
Submit a brief presentation with the description of the product your company would like the City to consider.
Background:
Austin Watershed Protection needs to collect more frequent data examples, including, but not limited to:
1. Stream water depth and width to support the development of watershed planning models and improve biological assessments;
2. Soil moisture with regard to riparian health, stormwater control function, leaking infrastructure, CEF location, and regulatory compliance of land application permits;
3. Water Pollution and eutrophication leading to increased biological productivity (e.g., nuisance algal blooms) in Austin streams and reservoirs; and
4. Continued existence of vegetated buffers surrounding Critical Environmental Features for regulatory compliance.
Austin Watershed Protection seeks to assess whether available software and/or services can compile both public and private remote sensing datasets; securely store and clean the data;
perform basic calculations and statistical analyses; generate reports; and provide user-friendly tools to compare maps and remote sensing signatures over time.
