Subject: SPECIAL NOTICE 36C24922Q0410
Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), soliciting from a single source. Award is anticipated to occur on or about June 30, 2022 to AB Martin Services, Inc. The period of performance will be for sixty calendar days after issuance of the notice to proceed.
This requirement includes the purchase of dental imaging equipment and licenses. New dental imaging equipment is needed for the opening of the new dental clinic in Knoxville, TN. This imaging equipment will impact the health of veteran patients that reside within and close to the Knoxville, TN area. Contractor will be responsible for the delivery of the consoles to the James H. Quillen VA Healthcare System in a timely manner.
NCO 9 intends to non-competitively award this requirement to AB Martin Services, Inc. since the brand Planmeca ProMax 3D MID machine-including ULD, Corrective Algorithm for Latent Patient Movement (CALM)gbh, BW, Autofocus, Endo, and 3 Romexis licenses will have the Romexis software needed in order to interface with existing VA CPRS and VisTA systems for the electronic record. The 3D unit must contain Selectively Compliant Articulated Robotic Arm technology to ensure anatomically accurate imaging for clear, error-free images. The warranty for the 3D unit will be for 5 years. The Endo Module and Implant Module are included as well as one full day of onsite training which must be certified or eligible for continuing education credits.
Prosensor size 1 capability and ethernet control boxes for Intraoral Xray units are required. The Contractor will install the Intraoral Xray units and the 3D unit. The sensors must have durable Kevlar shielded cable with only 2 wires and will include a 3 year “no surprise” warranty. ProX units have preset, programmable, and adjustable variable KV, mA, and exposure settings. ProX units will have five available length options (60, 65, 70, 75, 80) that can be easily changed with necessary. As a result, any contractor other than AB Martin Services, Inc. that would provide the dental imaging equipment and licenses to the facility would unintentionally cause a delay in opening the new clinic and serving the veteran population in the Knoxville, TN area.
Unnecessary delays cannot be endured.
The North American Industry Classification System (NAICS) code for this requirement is 339114 with the size standard of 750. The applicable Product Service Code is 6525. This notice of intent is not a request for proposals or quotes. However, all responsible service-disabled veteran owned small business and veteran owned small business sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that similar consoles are available that will provide comparable capabilities for the facility. If said OFFER and technical capabilities/narrative is received within seven (7) calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
