About this file

This document is a Request for Information (RFI) issued by the Bureau of Land Management (BLM) regarding genetic testing on aspen trees within the Muddy Creek Focal Area. The BLM is seeking information from industry on their capability to perform DNA extractions, reduced-representation sequencing analysis, determination of clonal membership and genome-wide ploidy levels, and sex assignment of approximately 2,000 individual aspen leaf samples. The purpose is to gather information to inform future acquisition approaches. Responses are due by 12:00 PM MT on August 1, 2024. The period of performance is 9 months from contractor receipt of material samples. Respondents are asked to provide their business name, point of contact, SAM ID (if registered), firm capability statement, and confirmation of their ability to perform the required work within the specified timeframe.

RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market informa on, or capabili es for planning purposes. Responses to these no ces are not offers and cannot be accepted by the Government to form a binding contract. – FAR 15.201(e)

1. OBJECTIVE

1.1. The Bureau of Land Management (BLM) is seeking informa on from the industry regarding gene c tes ng on Aspen for market research purposes. Informa on gathered will be used to inform future acquisi on approaches.

1.2. This is a Request for Informa on (RFI) only. This is not an invita on for bid, request for quota ons, or request for proposals. This RFI is issued solely for informa on and planning purposes. Unsolicited proposals will not be accepted. The BLM has made no commitment to procure any of the services discussed, and release of this RFI should not be construed as a commitment or as authoriza on to incur cost for which reimbursement would be sought.

2. BACKGROUND

2.1. The BLM is seeking gene c tes ng on Aspen within the Muddy Creek Focal Area (described in more detail in pending SOW).

2.2. Aspen (Populus tremuloides) is a common forest tree species in North American. This species is par cularly important in landscapes of the Intermountain West. With changing climates, sexual reproduc on in aspen will be a key factor in adapta on and persistence.

Therefore, understanding the clonal cytotype (ploidy level), and sexual composi on of small stands is cri cally important for the management and restora on of these stands into the future.

2.3. Loca on and Descrip on: Muddy Creek Watershed Focal Area, Aspen Stands.

2.4. Tes ng:

- DNA extrac ons on leaf samples obtained by the Field Office

- Reduced-representa on sequencing analysis of all samples

- Determina on of clonal membership and genome-wide ploidy levels

- Assign sex using the TOZ19 male-specific gene

MUDDY CREEK ASPEN GENETICS

- Prepare monthly status reports

2.5. Results, including interpreta on and recommenda ons, will be provided in the form of a report with open source links to raw and processed data and bioinforma c scripts.

3. PERIOD OF PERFORMANCE

3.1. The PoP will be 9 months from contractor receipt of material samples.

4. QUESTIONS:

4.1. Provide Business name, a point of contact, and SAM ID if registered in SAM.

4.2. Provide any business pamphlet, website, or background informa on.

4.3. Provide a brief capability statement.
