About this file
RFI - I CARE Summary
This is a Request for Information (RFI) issued by the State of California regarding the I CARE (Integrated Client Assessment and Response Engagement) initiative. The RFI seeks information from vendors and stakeholders about potential solutions, technologies, and approaches for implementing a comprehensive client assessment and engagement system. The document outlines the state's objectives to gather input on best practices, system capabilities, vendor experience, and implementation strategies that could support California's goals for improved client services and program delivery. No specific response deadline, site visit, or bidders' meeting dates are explicitly stated in this RFI, as the purpose is to solicit preliminary information rather than formal proposals for immediate contract award.
The I CARE RFI does not establish binding pricing terms, set-asides, or contract award information at this stage, as RFIs are exploratory mechanisms used to inform future solicitation development. The state intends to use feedback gathered through this RFI to refine requirements, assess market capabilities, and determine appropriate funding allocations for subsequent formal procurement actions. This information-gathering phase allows California to better understand vendor capabilities and cost structures before issuing a formal Request for Proposal (RFP) or Request for Quotation (RFQ) with definitive terms and conditions.
