Summary

This Request for Expressions of Interest (RFEI #526301) is issued by the New York City Housing Authority (NYCHA) seeking information from mattress collection, hauling, and recycling service providers. NYCHA operates 177,565 housing apartments across 2,410 buildings in five boroughs and has successfully piloted a mattress recycling program at 52 properties, collecting over 34,000 items weighing more than 1,670 tons with approximately 85% recycled. The RFEI seeks to identify cost-effective models to expand this program as NYCHA modernizes its waste infrastructure and constructs new waste yards at 68 developments. NYCHA projects scaled operations growing from 57 participating sites in 2026 to 93 sites by 2029, with anticipated mattress collection volumes increasing from 7,906 units annually in 2026 to 14,452 units by 2029. The virtual information session is scheduled for September 1, 2026, from 2:30 PM to 3:30 PM EDT. Questions must be submitted by September 8, 2026, at 11:59 PM EDT, with NYCHA responses due by September 15, 2026. Responses must be submitted through the iSupplier portal by September 22, 2026, at 11:59 PM EDT as a single PDF file not exceeding 4 GB.

This RFEI is informational only and does not commit NYCHA to any future procurement. The Authority seeks responses from haulers, recyclers, or combined service providers regarding their operational capabilities, facility specifications, recycling or disposal methodologies, and current volumes processed. NYCHA requires respondents to address cost-effectiveness strategies, including potential revenue-sharing models, licensing agreements, or creative financing arrangements that could reduce or eliminate hauling costs. Respondents must possess or be willing to obtain a New York City Business Integrity Commission Trade Waste Hauler License and New York State Department of Environmental Conservation Recyclables Handling and Recovery Facility Registration. The existing program collects mattresses twice monthly from designated shipping containers at each development, with the consultant responsible for pick-up, transportation, recycling facility delivery, record-keeping, and monthly reporting of collection data and recycling percentages. NYCHA will not treat submitted materials as confidential or proprietary information.

Section II - PROGRAM SUMMARY

1. Introduction NYCHA is seeking expressions of interest from mattress hauling and recycling service providers for NYCHA’s mattress recycling program.

NYCHA owns 177,565 housing apartments 2,410 buildings across 335 developments throughout New York City’s five boroughs. The New York City Housing Authority (“NYCHA”) is the largest public housing authority in North America. NYCHA’s mission is to increase opportunities for low- and moderate-income New Yorkers by providing safe, affordable housing and facilitating access to social and community services.

Mattress removal at NYCHA campuses has been a persistent challenge for staff as mattresses stored in open dumpsters with trash attract pests and result in illegal dumping to waste areas. In 2021, as a strategy towards the goal of zero-waste at NYCHA developments, NYCHA launched the first large-scale mattress recycling program of its kind in New York City, after a 2018 pilot to separate and store mattresses in sealed shipping containers for collection and recycling improved cleanliness and capacity in waste storage areas. The mattress recycling program at 52 properties has collected more than 34,000 items weighing more than 1670 tons, of which about 85% has been recycled, over the program’s duration. The scope of work of the existing recycling program is described in Part 3 of this Section.

Through its existing recycling program, NYCHA has demonstrated the technical feasibility of large-scale residential mattress recycling at its campuses. It has done so by shouldering 100% of the cost of storing, hauling and recycling mattresses. NYCHA is now in the process of modernizing its waste infrastructure, which is one of the 9 goals of NYCHA's 2026 Sustainability Agenda. This goal includes building new or upgrading existing waste yards at 68 developments managed by NYCHA’s custodial staff. A keystone to new waste yard designs is to resolve the issues caused by open dumpsters at NYCHA properties and to support recycling, by making the separate handling and recycling of mattresses permanent. NYCHA is moving towards this goal by adding dedicated storage space for discarded mattresses to its new yard designs.

While NYCHA has created dedicated storage space, designated shipping containers, trained staff, and developed procedures for storing discarded mattresses, a cost-effective strategy for mattress removal and hauling is needed to expand the mattress recycling program. Such a strategy will also allow NYCHA to participate in mattress recycling programs created through legislation such as S1463A considered by the New York State legislature in the 2025-2026 session. Massachusetts, https://www.nyc.gov/assets/nycha/downloads/pdf/acm/2026-sustainability-agenda.pdf

California, Connecticut, Rhode Island and Oregon already have landfill bans or industry funded mattress recycling programs. The timeline for a program in New York State is uncertain.

2. RFEI Objective The objective of this RFEI is to identify models that allow NYCHA to build on its successful mattress pilot with respect to the removal and hauling of mattresses, and scale it up as new waste yards are completed. Models could include a professional services contract similar to NYCHA’s initial contract, where hauling and recycling were facilitated by the primary vendor. NYCHA is also interested in revenue or no-cost programs through a license agreement or other approach with a partner who has identified a value proposition or creative financing. Absent a State-mandated recycling program, NYCHA would also consider mattress disposal services, as long as mattresses are collected from NYCHA’s shipping containers consistent with existing procedures.

3. Existing Mattress Collection, Hauling, and Recycling Services NYCHA is seeking responses to this RFEI from entities (“Respondents”) that are interested in a contract or license agreement with NYCHA for a scope of work that meets the objective to continue separate collection of mattresses that has proven to be successful at NYCHA properties. For reference, below is a portion of the existing program’s scope of work for a mattress collection and recycling services consultant that is relevant for the future scope discussed in Considerations for Respondents.

Pick-Up and Recycling:

NYCHA staff will place box springs and mattresses discarded by NYCHA residents into NYCHA’s shipping containers and will lock the shipping containers afterwards. Consultant shall pick-up mattresses and box springs from the Developments and recycle them at a facility which is in compliance with all relevant laws and regulations, including but not limited to the New York Code, Title 6, Chapter IV, Subchapter B “Solid Wastes” (the “Recycling Facility”). If the Recycling Facility does not accept a mattress or box spring for recycling because it is wet or otherwise damaged, then Consultant may otherwise dispose of the mattress or box spring. [Note that all mattresses and box springs must be removed from NYCHA premises regardless of their condition, whether for recycling or disposal.]

a. Consultant and NYCHA shall establish a schedule for pick-up via email amongst established contact persons. NYCHA anticipates that Consultant shall pick-up mattresses and box springs twice per month at each assigned Development, however NYCHA reserves the right to request fewer or additional pick-ups if necessary, in order to keep the Development free of discarded mattresses and box springs. Consultant must respond to NYCHA’s request for an additional, unscheduled pick-up by the following Business Day, and must complete the additional, unscheduled pickup within two (2) Business Days of NYCHA’s request (except if NYCHA requests an unscheduled pickup on a Friday, Consultant shall perform the pickup on the following Monday).

b. During each pick-up and prior to recycling, Consultant shall record: (i) the date of removal and name of the Development; (ii) the total number of each size of mattress and box spring collected from the Container at the Development (i.e. queen, twin, etc.); and (iii) the total weight of all mattresses and box springs collected from the Container, in tons. [Total weight of collected items can be calculated based on the industry average weight for each item during collection or at the time of data submission.]

c. The Consultant shall obtain a receipt from the Recycling Facility documenting the number of each size of mattress and box spring recycled, provide a copy of each receipt to NYCHA as set forth in Article 3.5(v), and retain such receipts as set forth in Article 3.5(v).

Monthly Reports: Consultant shall provide NYCHA monthly reports in digital format using the software platform or document format approved by NYCHA. Each report shall include the following aggregate data for each Development for the prior month: (i) total number of each size of mattress and box spring collected (i.e. queen, twin, etc.); (ii) total weight of all mattresses and box springs collected, in tons; and (iii) the percentage of mattresses and box springs recycled.

The report shall also include the following information for each pick-up at each Development during the prior month: (i) the date of removal and name of the Development; (ii) the total number of each size of mattress and box spring collected from the Container at the Development (i.e.

queen, twin, etc.); (iii) the total weight of all mattresses and box springs collected from the Container, in tons; (iv) the number of mattresses and box springs which could not be recycled due to damage; and (v) a copy of the documentation from the Recycling Facility verifying that the mattresses and box springs were recycled.
