This is a Request for Bid (RFB 28332-BD) issued by the Wisconsin Department of Administration, State Bureau of Procurement, for Non-IT Temporary Help Services covering clerical and labor assignments of twelve months or less. The procurement is conducted on behalf of Wisconsin state agencies, with optional participation available to authorized municipalities through Wisconsin's cooperative purchasing services. The RFB was issued on May 22, 2020, with bids due June 12, 2020, and prepared by Bruce Derge of the State Bureau of Procurement.
The contract covers temporary help services for clerical and labor positions across eight regions in Wisconsin, with the state divided along county lines to ensure statewide coverage. The initial contract term runs from July 1, 2020, through June 30, 2021, with two optional one-year renewal periods available by mutual agreement. Pricing must remain firm for the first twelve months, after which contractors may request price increases subject to state approval with proper justification. Historical contract expenditures ranged from over $1,360,576 (July 2017-June 2018) to over $1,553,890 (July 2018-June 2019). Awards will be based on the lowest regular dollar amount class/lot total per region, with overtime rates for informational purposes only. The procurement includes provisions for minority-owned business enterprises (MBE) and disabled veteran-owned business (DVB) participation, with permissive 5% price preferences available for certified businesses.

The Authorized User’s request for another individual is not a recommendation to the Contractor to dismiss the individual.
