About this file
This is a Project Manual for an Invitation for Bid (IFB) issued by the Pasadena Economic Development Corporation (PEDC), a Texas Type B Economic Development Corporation, for the Big Fossil Interceptor Rehabilitation Phase II project. The project encompasses the rehabilitation of approximately 6,000 linear feet of 24-inch sanitary sewer pipe using Cured-In-Place Pipe (CIPP) technology, installation of approximately 700 linear feet of 24-inch gravity sewer main and 400 linear feet of 18-inch gravity sewer main via open cut excavation, and replacement or rehabilitation of 19 manholes, along with related temporary bypass pumping operations. The project corridor generally runs along the east edges of Diamond Oaks Country Club and Fossil Creek Park, bounded on the north by Riviera Drive and on the south by Onyx Drive South. Statements of Qualifications are due July 27, 2026 at 4:00 p.m. CST, with questions due by July 17, 2026. Shortlisting and interviews are scheduled for August 3, 2026, with consultant selection and notice of intent to award on August 8, 2026, contract execution during the week of August 17, 2026, and project kickoff on August 24, 2026. Final approval is subject to PEDC Board of Directors approval, and no mandatory site visit or bidders' conference is specified.
Minimum qualifications require firms to be authorized to conduct business in Texas and employ or retain a Texas-licensed Professional Engineer with demonstrated experience in similar projects completed within the past five years. Selection will be weighted as follows: qualifications of the project team (25 points), relevant experience with similar projects (30 points), understanding of project and technical approach (20 points), utility coordination and electrical design experience (15 points), and references and past performance (10 points). SOQ responses must not exceed 20 pages, excluding covers and required documents, and must be submitted in sealed form with both printed and digital copies on USB drive to the City Secretary Office at 1149 Ellsworth Drive, Pasadena, Texas 77506. Fee proposals will not be evaluated during the selection phase; fees will be negotiated after selection of the most qualified firm.
