About this file
This is a Request for Information (RFI) issued by the County of San Diego, Department of Child and Family Well-Being, seeking input from interested parties regarding the reimagining and future use of the San Pasqual Academy campus located at 17701 San Pasqual Valley Road, Escondido, California. The RFI seeks innovative program models and service concepts to repurpose the 98-acre campus, which historically served as a residential educational facility for foster youth but has become operationally unsustainable due to federal funding changes and child welfare system reforms including the Continuum of Care Reform and Family First Prevention Services Act. Interested parties are invited to submit written responses to an 11-question questionnaire addressing program concepts, integrated services partnerships, campus utilization, workforce development, funding strategies, regulatory compliance, and implementation timelines. Responses are due no later than Tuesday, October 13, 2026, at 5:00 PM San Diego Time, with submission available through the BuyNet system or via email to David Dominguez, Senior Procurement Contracting Officer. Two site visit opportunities are scheduled for September 24 and September 25, 2026, beginning at 10:00 AM each day, with a maximum duration of two hours. An Industry Day will be held virtually via Microsoft Teams on Wednesday, September 23, 2026, at 9:00 AM San Diego Time.
The RFI is issued solely for information and planning purposes and does not constitute a solicitation or commitment to contract. The County will not reimburse respondents for costs associated with submitting a response, and all information provided may be subject to disclosure under the California Public Records Act. Future campus use will be screened for compliance with the California Environmental Quality Act, California Surplus Land Act, Working Families Ordinance, and CLEAR Ordinance. The San Pasqual Campus comprises approximately 266,000 gross square feet across multiple building categories including administrative offices, classroom and library space, health and wellness facilities, student housing units, recreational facilities, agricultural infrastructure, and a fire station. Several structures are currently vacant, including a warehouse, bus barn, dairy barn, hay barn, and specific residential units, while the majority of buildings remain in use. No specific funding amount or revenue-generating requirements are identified in the RFI, though respondents are encouraged to identify potential funding sources, public-private partnerships, and philanthropic opportunities to support proposed program models.

REQUEST FOR INFORMATION (RFI) 13371
DEPARTMENT OF CHILD AND FAMILY WELL-BEING (CFWB)
REIMAGINING SAN PASQUAL ACADEMY
The County of San Diego (County) is issuing this Request for Information (RFI) to seek input from all interested parties, agencies, and stakeholders regarding Reimagining San Pasqual Academy.
The goal of the RFI is to explore innovative and sustainable pathways for the future of the San Pasqual Campus, which has historically served as the location of the San Pasqual Academy (SPA), a unique residential, educational, and supportive services program serving foster youth. Major child welfare system reforms, including the Continuum of Care Reform (CCR) and the Family First Prevention Services Act (FFPSA), have shifted the system toward prevention, family‑based placements, and community‑centered supports which have reduced reliance on institutionalized care. While SPA’s mission remains meaningful, significant federal funding changes have rendered the current SPA operational model unsustainable under modern requirements. The County aims to identify partners who can deliver high‑impact, trauma‑informed, and future‑focused programming, to reimagine and expand the capabilities of the San Pasqual Campus for the benefit of the broader community and future generations. (See attachment for land renderings of the San Pasqual Campus.) Future campus use on this County-owned property will be screened to ensure compliance with appropriate regulatory and Board of Supervisors policies, including but not limited to the California Environmental Quality Act (CEQA), California Surplus Land Act, Working Families Ordinance, and (CLEAR) Ordinance.
This RFI is issued solely for information and planning purposes – it does not constitute a solicitation or a promise to issue a solicitation in the future. This request for information does not commit the County to contract for any supply or service whatsoever. Respondents are advised that the County will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future solicitations. It is the responsibility of the potential respondents to monitor this request for additional information pertaining to this requirement.
The County reserves the right to use, without restriction, any information provided in response to this RFI. Please note that all information provided in response to this RFI may be subject to disclosure under the California Public Records Act.
INDUSTRY DAY:
The County will be hosting a virtual Industry Day via Microsoft Teams on Wednesday, September 23, 2026, at 9:00 AM San Diego Time. During this meeting, interested parties can provide feedback.
