STATEMENT OF WORK (SOW)

Project: Perform Lead Wipe Testing at Armories in New York State

Location: Various locations within NYS

General Description of Work and Background:

The State of New York, Department of Military & Naval Affairs (DMNA), Environmental Compliance Branch is requesting quotes to have Armories within the State of New York at various locations to be tested for the presence of lead on interior surfaces. Testing will be conducted in accordance with the applicable lead wipe ASTM E1728/E1728M-20 standards which are consistent with HUD guidelines and 40 CFR 745.63. Testing work will be conducted periodically throughout the calendar year on an as needed basis. The number of samples and locations to be tested vary based on preliminary testing results completed by others. The bidder should include a per site cost to conduct a sampling event and associated reporting in their proposals. Historically, similar testing events have required less than 10 tests including 1 Blank per sampling event. Work areas to be tested are in readily accessible spaces such as: offices, conference rooms, kitchens, classrooms, drill halls, converted indoor firing range spaces, family areas, etc. Each batch of tests will include 1 Blank sample for QA/QC purposes, a list of testing results and a brief report for each sampling event. Due to recent reduction in test passing thresholds from 40 ug/ft2 to 10 ug/ft2 cleaning and testing are needed more often.

If locations included in the retesting events fail testing provided by the contractor, the areas must be recleaned by DMNA staff and retested until passing results are achieved. Passing results must be <10 ug/ft2. DMNA is requesting that the chosen contractor strategically coordinates and schedules tests by regions or areas if to save on travel and other costs. Also, since DMNA staff will need to reclean and prepare areas to be tested, proper coordination and communication between all parties is key to this project’s success and efficiency.

3.0 Site Visits

Site visits are not required but can be arranged if needed for bidding purposes. The winning bidder will need to conduct Site visits to collect all samples needed for retesting.

4.0 Deliverables

The contractor will provide NYARNG Environmental with sample results and a brief report summarizing the sampling event completed at each location for each event. The contractor will also manage invoicing as part of the contract needed for payment.

5.0 Inventory

7.0 End Deliverable Formats

The contractor will prepare final deliveries in agreed-upon formats to present the findings of the project. As aforementioned, sampling results and an accompanying brief report for each sampling event must be provided. The format for this report should be in a PDF version.
