BRAND NAME JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

From: Code 6530 To: Code 02

Acquisition Branch

Subj: BRAND NAME JUSTIFICATION FOR THE DISSASEMBLY, CLEANING AND

INSPECTION OF 0.625X4 VTE RECIPROCATING PUMP

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND

DELIVERY REQUIREMENTS

NSWCCD’s Bldg. 19 A-Bay contains four Worthington VTE pumps for the transferring of fluids used for high-pressure testing. To maintain testing capability, only one of the four Worthington

VTE Pumps can be taken off-line and repaired at any given time. The VTE 0.624x4 Reciprocating

Pump (S/N 1592848) has experienced an in-service casualty that incurred visible damage to the pump liquid end. The original manufacturer of the pumps, Worthington Pumps, was purchased by

Flowserve Corporation, to include the original proprietary drawings and specifications for these pumps. Therefore, the only company able to perform this work is Flowserve Corporation or an authorized repair vendor. This procurement is for disassembly, cleaning, and inspection (DCI) and authorized repairs to be completed no later than 31 October 2020 at a cost $.

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

Flowserve Corporation purchased Worthington Pumps and maintains the original proprietary drawings and the specifications for this pump. Therefore, only Flowserve Corporation, or their approved repair vendors, are able to perform the necessary inspection, repair and rebuild of the

VTE reciprocating pumps to ensure successful operation of the pumps. If any other company would conduct the inspection and repair utilizing substitute or alternate components, there would be no guarantee that the pumps would successfully operate.

As mentioned above, Flowserve Corporation is the only authorized vendor to perform maintenance and repairs to the Worthington Pumps to ensure successful operation. These unique services are only available from one source, Flowserve Corporation, therefore no other brand names than those listed would be capable of providing the services, and it is likely that an award to another brand would result in (a) substantial duplication of costs to the Government that is not expected to be recovered through competition and (b) unacceptable delays in the completion of the repairs which could potentially result in the entire system to go down if another pump were to be damaged prior to completion of this purchase.
