About this file
This file contains project specifications for a retaining wall replacement project for the Cuyahoga Valley National Park in Brecksville, Ohio. The project involves replacing a 142.5-foot retaining wall adjacent to an existing 140-foot timber retaining wall near Milepost 40.3 and Bridge 436. The new wall will be constructed according to American Railway Engineering and Maintenance-of-Way Association (AREMA) standards with a minimum 30-year service life, and will require clearing and grubbing, construction, compaction, backfilling, and potential replacement of railroad ballast.
The detailed specifications cover multiple technical divisions including site clearing, earthwork, concrete, structural steel, and exterior improvements. Key technical requirements include using precast concrete wall planks, structural steel soldier piles, geotextiles, and specific compaction and grading standards. The project has a 365-calendar day performance period, with work to be completed under a firm-fixed price contract. The solicitation is set aside 100% for small businesses, with a project magnitude between $500,000 and $1,000,000, and will follow Construction Wage Rate Requirements for Summit County, Ohio.

PART 1 – GENERAL
ITEM 1 - DESCRIPTION OF WORK
1.1 Background: The purpose of the project is to address the condition of the existing timber retaining wall along the Cuyahoga Valley Scenic Railroad (CVSR) near Mile Post (MP) 40.3. Distress in the wall was originally reported during a Federal Highway inspection of the abutments of the CVSR bridge over North Howard Street that was updated in the early 1990’s. The CVSR runs generally north and south, meandering along the Cuyahoga River. The existing timber pile retaining wall is located on the north side (track east) near and closely aligned with an east-west segment of the scenic railway.
The CVSR is a 501(c) nonprofit organization that operates the railroad. The line was originally a CSX line but is currently categorized as “scenic railway” with traffic speeds of 25 MPH or less (designated as a Class II regional railroad).
Contractor shall coordinate with First Energy in order to determine permit and safety requirements.
Photos of the work site may be found in Section 01 00 00A.
The Summit Metro Parks Temporary Work / Access Agreement may be found in Section

SECTION 01 10 00C – CVSR’S TRACK AUTHORITY POLICY
SHORT FORM GENERAL REQUIREMENTS V2023-11-11 Page | 24
SHORT FORM GENERAL REQUIREMENTS V2023-11-11 Page | 25
EXHIBIT 4
Track Authority Policy
Track Authority Issuance:
Any personnel requiring track authority on the Cuyahoga Valley Scenic Railroad (“CVSR”) must contact the Dispatcher on duty by radio or at 330-388-6662. Track authorities must be requested in advance, at a minimum, by the previous business day, but earlier is encouraged to ensure no conflicts arise with train movements or other work crews.
Workers are not permitted to begin any work on or near the track structure until track authority has been granted. The Dispatcher will only issue track authority to Contractor personnel who have completed the RWP1 Training and reserves the right to withhold track authority.
The Contractor employee with track authority is required to coordinate with a site foreman to ensure all equipment and personnel are clear within Working Limits when permission is granted for trains and/or On Track Equipment (OTE) to proceed into the Working Limits. Tracks must not be fouled until trains and/or OTE is clear of the work area, and it is determined to be safe to resume work.
General Requirements:
All work within 8 feet from the centerline of each rail will be performed under the supervision of a qualified Employee-In-Charge/Flagman with track authority. This includes work performed above the right-of-way. A vertical clearance of 21 feet from the top of the rail must be maintained unless working under a track authority.
All work beyond 8 feet and within 25 feet of the centerline of each rail will be performed under the supervision of a qualified Employee-In-Charge/Flagman without a track authority.
All work beyond 25 feet from the centerline of each track may be done without a qualified Employee-In-Charge/Flagman.
o Equipment such as booms or cranes must not reach within 25 feet of the centerline of any track.
o Working Limits must receive approval from the Director of Operations.
Working Limits Requirements:
For purposes of the PROJECT, being the construction of a 142.5-foot replacement retaining wall adjacent to a 140-foot (approximately) failing timber retaining wall along CVSR at milepost 40.3, near Bridge 436. “Working Limits” are defined as any person, equipment, or material entrance in the area within 25 feet of the centerline of each rail including the area a vertical distance of 21 feet above the top of the rail between the east and west abutments.
All work must be stopped while trains are passing within the Working Limits.
SHORT FORM GENERAL REQUIREMENTS V2023-11-11 Page | 26
All workers will remain off the tracks. If necessary to perform work on the track, protection will be provided as stated above.
Work being done in an ABSOLUTE NO-FOUL zone is where employees or equipment will never be, nor have the potential of being, closer than 25 feet from the centerline of any operating track is exempt from the requirements for Roadway Worker Protection.
Any personnel that will be working on or near the track structure are required to be trained on On-Track and Roadway Worker Safety (49 CFR Part 214) and CVSR rules by a qualified CVSR Instructor.
1See Exhibit 4-A for obtaining RWP Training.
