About this file
This document is a Questions and Answers (Q&A) addendum for Solicitation #140P6425B0008, a Retaining Wall Replacement Project for Cuyahoga Valley National Park (CUVA). The Q&A addresses seven key contractor inquiries, including requests for the soil boring report, permit requirements, on-site flagging, hydraulic raceway location, ballast replacement specifications, existing timber retaining wall construction details, and project start date.
Notable responses include identifying multiple required permits such as an "Oversize House/Load Permit" from ODOT or City of Akron, a "Right-of-Way Occupation Permit", and an "NPDES/SWPPP Permit" from Ohio EPA. The document emphasizes contractor responsibilities for permit compliance, FAA notifications if equipment height varies, and coordination with First Energy regarding overhead power lines. The project's start date is contingent on the Notice to Proceed and park coordination, with construction activities potentially impacting existing railroad ballast that must meet AREMA standards.

Solicitation #: 140P6425B0008
Amendment #: 1
Retaining Wall Replacement Project – CUVA
Questions and Answers listed below:
QUESTIONS:
Question # Question Answer/Response
1. Drawing 3 of 9 makes reference to two boring locations.
Our bidders for the caisson drilling have requested the soil boring report for their use in preparing their quotations. Please provide this report.
Boring Report has been attached with amendment #1
2. Is a building permit required for the project?
The designer of record conducted a review of required permits for this project. Some of the permits identified were an “Oversize House/Load Permit” (Agency:
ODOT or City of Akron), “Right-of- Way Occupation Permit” (Agency:
City of Akron), and “NPDES/SWPPP Permit” (Agency:
Ohio EPA, POC Michael Joseph [Michael.joseph@epa.ohio.gov] and or Wesley Sluga [wesley.sluga@epa.ohio.gov]).
Depending on equipment height, the contractor may need to contact the FAA to use their “Notice Criteria Tool;” the designer of record used this tool and it is provided as an example, but if there is any variance in what has been calculated the contractor is responsible for their own calculation and potential FAA notification.
Overhead power lines and an easement are identified in the construction drawings. The contractor must contact First Energy per guidance on sheet G2.
There may be other permits not discussed here, but that the contractor is responsible for.
Carefully read construction documents provided in the solicitation for other potential permits.
3. Must we have a flagger on site every day even if we away from the tracks-e.g. if we are drilling caissons?
The contractor is responsible for all requirements provided in the construction documents. The contractor is also responsible for following the requirements of all agencies issuing permits. No exceptions.
4. Can you mark up a drawing to show where an existing hydraulic raceway is located as noted on page 2, item 1.3.B of the Division 1 short form general requirements so we can take the proper steps to avoid disturbing it?
No. The approximate location of the historic hydraulic race is identified on sheet G2, and it is located based on information provided to the government. The race appears to be outside the limits of disturbance but is identified anyway for your situational awareness—protect if necessary.
If contractors wish to have additional information, see the documentation on sheet G2.
5. Can you define further the ballast replacement called for in section 1.2.B.4 of the Division 1 short form general requirements? Is there concern that construction operations may affect the existing ballast?
Construction activities may/may not affect the existing ballast. The park’s construction COR may be able to assist determining whether ballast replacement is needed.
Additionally, ballast shall meet AREMA standards.
6. Is there any information available on the construction of the existing timber retaining wall in regards to how it may be tied back?
See the construction drawings. No tie backs for the existing timber retaining wall are identified. The existing timber wall is to be protected in place. See all construction documents for clarification on construction requirements.
7. Is there a defined start date for construction of the project?
The start date will be contingent on the issuance of the Notice to Proceed and coordination with the park for the work to commence.
