Results-Based Accountability Training Solicitation Summary

This solicitation document from a California county seeks proposals from qualified individuals or organizations to design and deliver in-person Results-Based Accountability (RBA) training for county staff and community members. The training aims to build shared understanding of RBA fundamental principles, language, and capacity through an equity-centered public health lens. The county requests an interactive, practice-oriented approach accessible to participants with varying levels of familiarity with results-based planning, performance measurement, and equity concepts. The training should enable participants to understand RBA principles and applications, use disaggregated data to identify inequities, apply equity-centered strategies to improve outcomes, recognize structural and institutional barriers contributing to health inequities, build shared accountability across county and community partners, and center community voice and lived experience in public health decision-making. Proposers need not hold certification from or be affiliated with any specific commercial provider, provided they can demonstrate successful experience teaching relevant concepts and facilitating their application in practice.

The solicitation does not specify detailed contract pricing terms, set-asides, response deadlines, or award dates within the available documentation. The county emphasizes that proposals should demonstrate proven experience in Results-Based Accountability training delivery and equity-centered public health instruction. No specific funding amount or contract term length is identified in the provided file, indicating that additional solicitation documents containing these financial and temporal details would be necessary to complete a competitive bid response.

County of San Mateo

Request for Proposals (RFP - Informal) for Results-Based

Accountability Training Solicitation (RBA)

Health - Public Health, Policy & Planning

RFP - Informal No. 2026-RFP - Informal-00586

RFP - Informal Contact: Mario Navarro mrnavarro@smcgov.org

1. Introduction and Schedule

The County of San Mateo (the “County” or “SMC”) covers most of the San Francisco Peninsula. The region covers 744 mi and is home to nearly 800,000 residents and 20 incorporated cities. The County provides for the health and welfare of all people within its borders and serves as the local government for the unincorporated areas. Innovation thrives here in industries including bioscience, computer software, green technology, hospitality, financial management, health care, education and transportation. The

County prides itself on how that prosperity fosters its commitment to protecting and enhancing the health, safety, welfare and natural resources of the community.

1.1. Summary

The County is seeking proposals from qualified individuals or organizations to design and deliver an in-person Results-Based Accountability (RBA) training for County staff and community members. The purpose of this training is to build shared understanding of fundamental principles, language, and capacity to apply RBA through an equity-centered public health lens.

The County seeks a training approach that support participants in:

• Understanding the principles and application of Results-Based Accountability (RBA)

• Using disaggregated data to identify inequities and opportunities for improvement

• Applying equity-centered strategies to improve population and program outcomes

• Recognizing and addressing structural and institutional barriers that contribute to health inequities

• Building shared accountability across County staff and community partners

• Centering community voice, lived experience, and partnership in public health decision-making

The County is particularly interested in approaches that are interactive, practice-oriented, and accessible to participants with varying levels of familiarity with results-based planning, performance measurements and equity-related concepts.

The County seeks training covering the Results-Based Accountability framework and related application in public health and equity contexts. Proposers are not required to hold certification from, be licensed by, or be affiliated with any specific commercial provider or trademark holder, provided they can demonstrate successful experience teaching the relevant concepts and facilitating their application in practice.

1.2. Background

The County is committed to positively impacting health outcomes across the county and strengthening accountability practices across programs, services and partnerships. Traditional performance measurement approaches have often focused primarily on aggregate outcomes and

Page 3 of 16 Release date of June 26, 2026 activity metrics without adequately examining how systems, policies, and institutional practices contribute to inequitable outcomes.

The County seeks training that will help participants:

• Understand how structural inequities impact public health outcomes

• Apply RBA principles in ways that advance equitable outcomes

• Use data and community engagement to inform decision-making

• Develop shared language and tools for cross-sector collaboration

• Naming and addressing structural opportunities as a root cause of disparities.

• Using disaggregated data to reveal opportunities for improvement and inform targeted action.

• Centering community voice, power, and lived experience in defining “what works.”

• Holding institutions accountable for outcomes, not just activity.

The training audience will include both County staff and community members representing a range of professional, educational, and lived experiences.
