About this file
This is an Advertisement for Request for Qualifications (RFQ) issued by the California Department of General Services, Real Estate Services Division, Project Management and Development Branch, Environmental Services Unit on behalf of the California Department of Transportation (Caltrans) Division of Maintenance, Office of Natural Resources Management (ONRM). Caltrans seeks professional environmental services to develop and publish multiple deliverables for the Vegetation Management Program (VMP), including VMP Plans (template, district plans, and statewide plan), a new VMP Manual, and ONRM Communications Strategy and tools. The project scope encompasses consideration of VMP Guidelines applicability on a county-by-county basis at the highway corridor scale across vegetation types within all 58 counties in California. The major deliverables will effectively replace outdated sections of the Maintenance Manual, Volume 2, Chapter C-2 and E, and will memorialize essential functions, roles, responsibilities, and best practices of the VMP Program. The estimated contract duration is five years. All work shall be performed under and approved by a design professional or contractor licensed in the State of California.
The RFQ focuses on expanding Caltrans' strategic vegetation management approach beyond traditional visibility and safety considerations to include wildfire ignition reduction and landscape health as part of Climate Action for Wildfire Adaptation initiatives. The selected firm will serve the Division of Maintenance VMP as it leads Caltrans' implementation of climate action and wildfire adaptation strategies statewide. Interested firms may view the complete RFQ on the California eProcure website (California State Contracts Register - CSCR) at https://www.caleprocure.ca.gov/pages/index.aspx. Specific information regarding response dates, due dates, bidders' meetings, site visits, pricing terms, and award dates is not included in this advertisement document.

VEGETATION MANAGEMENT PROGRAM (VMP) PLANNING, PROCEDURES,
AND IMPLEMENTATION GUIDELINES
OFFICE OF NATURAL RESOURCES MANAGEMENT (ONRM)
CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS)
STATEWIDE, CALIFORNIA
Provide professional Environmental services for the above project.
All work shall be performed under and approved by a design professional, or contractor, licensed in the State of California.
The California Department of Transportation (Caltrans) Division of Maintenance, Office of Natural Resources Management (ONRM) is the Program Manager of the Vegetation Management Program (VMP). The Division of Maintenance VMP leads Caltrans in approach and implementation of Climate Action for Wildfire Adaptation. While vegetation along state highways has traditionally been managed to ensure visibility and safety of the traveling public, Caltrans has expanded its strategic management to include vegetation management for wildfire ignition reduction and landscape health.
Caltrans is seeking assistance in the development and publishing of multiple tools to include VMP Plans (template, district plans, and statewide plan), new VMP Manual, and ONRM Communications Strategy and tools. Development of the major deliverables will effectively replace the outdated Maintenance Manual, Volume 2 Chapter C-2 and E, as well as memorialize the essential functions, roles, responsibilities and best practices of the VMP Program. The selected firm will need to consider the applicability of Caltrans VMP Guidelines on a county-by-county basis at the highway corridor scale within the linear landscape owned by Caltrans across a wide range of vegetation types within all 58 counties in California.
The estimated duration of this contract will be five years.
Interested firms may view the RFQ on the California eProcure website (California State Contracts Register – CSCR). Website link to the California eProcure website.
