About this file

This Statement of Requirements details a solicitation for a Heavy Duty High-Temperature Laboratory Furnace for the National Institute of Standards and Technology (NIST) Structures Testing Laboratory. The procurement is a Total Small Business Set-Aside under NAICS code 334516, seeking one laboratory furnace with specific technical requirements including a maximum temperature of 1200°C, a two cubic foot interior chamber volume, multi-set-point programmable controller, 208V/240V power compatibility, and an inert gas inlet. Optional line items include a gas flow meter and a communications port for PC interfacing.

The solicitation is a Lowest Price Technically Acceptable (LPTA) procurement with delivery required within 30 days After Receipt of Order (ARO) to NIST's Gaithersburg, MD facility. The furnace will support NIST's Performance Based Design of Structures project, which focuses on developing computational tools for designing structures with specific performance objectives. The contract includes a minimum one-year warranty, and NIST will conduct performance testing by ramping the furnace to 1200°C and holding that temperature for 30 minutes. Quotations must be submitted electronically, with responses evaluated on technical capability, delivery schedule, and pricing.

STATEMENT OF REQUIREMENTS

Title: Heavy Duty High-Temperature Laboratory Furnace for Performance Based Design for Structures in Fire Requesting Lab: Structures Testing Laboratory, Building 226 B151, Div. 731, Engineering Laboratory

I. BACKGROUND INFORMATION

The Structures Group in the Engineering Laboratory (EL) at NIST requires a heavy-duty laboratory furnace capable of achieving temperatures exceeding 1000°C and all other technical specifications listed below. The furnace is required to support EL’s Performance Based Design of Structures project. The Performance Based Design of Structures project focuses on developing computational tools and technical guidance for designing structures with specific performance objectives in mind, rather than solely relying on prescriptive building codes. This approach aims to create safer and more cost-effective designs by considering how structures behave under various loads and hazards, such as fire and earthquakes.

Purpose/Objective: The purpose of this requirement is to obtain a heavy-duty, high-temperature, laboratory furnace meeting, or exceeding, the technical specifications below. The furnace will be used in a laboratory benchtop setting to heat sections of structural steel beams, coated with fireproofing material, to temperatures exceeding 1000°C.

II. SCOPE

The Contractor shall deliver a quantity of 1 heavy-duty laboratory furnace, inclusive of FOB Destination delivery, warranty, and option line items.

III. MINIMUM REQUIREMENTS

The Contractor shall provide a laboratory furnace that meets or exceeds all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered.

The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Line Item 0001:

Description: Heavy Duty High-Temperature Laboratory Furnace Quantity: One (1)

A. Technical Specifications

a. Maximum temperature of at least 1200 °C.

b. Interior useable volume of chamber of approximately two cubic feet or greater.

c. Multi-set-point programmable controller.

d. Able to use 208V/240V power.

e. Inert gas inlet.

IV. OPTIONAL REQUIREMENTS

The following specifications are option items, that if exercised, shall be exercised in accordance with FAR 52.217-7 Option to Increase Quantity as a Separately Priced Line Item. Options may be exercised at time of award, per FAR 52.217-4 Evaluation of Options Exercised at Time of Award. If options are not exercised at time of award, the options will not be exercised at all.

a. Gas flow meter.

b. Communications port for PC interfacing.

V. DELIVERY TERMS

Delivery shall be F.O.B Destination and shall occur within 30 days After Receipt of an Order

(ARO).

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

Delivery shall be made to the NIST Shipping and Receiving address identified below. The delivery will then be directed to the equipment’s final destination, also identified below.

NIST Shipping & Receiving 100 Bureau Drive Building 301 Gaithersburg, MD 20899-0001

NIST Final Equipment Destination:

National Institute of Standards and Technology 100 Bureau Drive, Building 226, Room B151 Gaithersburg, MD 20899

VI. INSPECTION & ACCEPTANCE

Upon receipt, a visual inspection of the equipment will be performed by the NIST Subject Matter Expert (SME) to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Performance Tests:

1. NIST will test the furnace by ramping to the maximum required temperature of 1200°C.

NIST will test to ensure that this temperature will hold for 30 minutes.

The Government will test, inspect, and accept or reject the equipment within 10 business days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

VII. WARRANTY

The contractor shall warranty the entire system in accordance with the contractor’s or manufacturer’s commercial item warranty practices, for a minimum period of 1 year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4.
